Overview of the Conference

The Conference was chaired by Tran Hoang Kiem, Head of the Department of Local Affairs III, Central Internal Affairs Committee; Nguyen Minh Hoi, Head of the Internal Affairs Committee of Dong Nai Provincial Party Committee - Cluster Head; Truong Nhat Quang, Head of the Internal Affairs Committee of Tay Ninh Provincial Party Committee - Deputy Cluster Head. Also attending the Conference were representatives of the leaders of the Department of Local Affairs III, Central Internal Affairs Committee; leaders of the Internal Affairs Committees of Provincial and Municipal Party Committees under Emulation Cluster No. IV and leaders of provincial departments, branches and sectors.

According to the report at the Conference, Emulation Cluster No. IV - Central Internal Affairs Committee after merging administrative units, including 09 Internal Affairs Committees of Southern Provincial and Municipal Party Committees, has a long coastline, border adjacent to Cambodia, with many large international seaports and airports; is a dynamic development area, with an important geo-economic, geo- political , defense and security position of the whole country.

In the past time, the Internal Affairs Committees of Provincial and Municipal Party Committees in Emulation Cluster IV have received the attention, leadership and direction of the Central Internal Affairs Committee , Department III of Localities, especially the Standing Committee, Standing Committee of Provincial Party Committees and Steering Committees, Internal Affairs Committees of provinces and cities have promptly advised Party committees and Steering Committees to issue many documents to lead, thoroughly grasp and promptly and effectively implement the Party's guidelines and policies, the State's policies and laws on internal affairs, anti-corruption, anti-waste, negativity and judicial reform.

The Internal Affairs Committees of the Provincial and Municipal Party Committees always uphold the sense of responsibility, proactively coordinate with relevant agencies to advise and direct the handling of serious, complicated cases and cases of public concern, and complex, prominent issues of security and order in the area. Especially since the establishment of the Steering Committee, the Internal Affairs Committees of the Provincial and Municipal Party Committees, as standing agencies, have proactively and promptly advised the Steering Committee to organize full and serious meetings of the Steering Committee Standing Committee and Steering Committee meetings according to regulations; coordinate with relevant functional agencies to advise the Steering Committee to monitor, give opinions and directions for handling corruption, waste and negative cases and cases, achieving many positive results. Thereby, helping to strengthen the trust of cadres, party members and people in the Party and State; clean up the team, eliminate degraded elements; prevent and limit loss and waste of budget and public assets; contributing to sustainable socio-economic development, contributing to deterrence and ensuring that all organizations and individuals operate in accordance with the law and Party regulations, and preventing the abuse of positions and powers for personal gain.

At the Conference, the Internal Affairs Committee of the Provincial and Municipal Party Committees under Emulation Cluster No. IV also had many presentations and discussions to clarify the implementation of Plan No. 15-KH/BNCTW, the results achieved in the period 2021-2025, the causes of problems and lessons learned in leadership and direction, coordination, advisory work and monitoring, urging, inspection and supervision of the Internal Affairs Committee of the Provincial and Municipal Party Committees in the Cluster.

The Conference also announced the results of the emulation review for the 2021-2025 period. As a result, the Ho Chi Minh City Party Committee's Internal Affairs Committee was proposed by members of the Review Cluster to be awarded the 3rd Class Labor Medal; proposed to award the Prime Minister's Certificate of Merit to the collective of the Dong Nai Provincial Party Committee's Internal Affairs Committee and 01 individual, Head of the Ho Chi Minh City Party Committee's Internal Affairs Committee; proposed to award the Certificate of Merit from the Head of the Central Internal Affairs Committee to 03 collectives, including: the Internal Affairs Committees of Tay Ninh, Ca Mau and Vinh Long Provincial Party Committees.

Concluding Remarks at the Conference, Head of Department III of Localities, Central Internal Affairs Commission Tran Hoang Kiem commended the results achieved by units in Emulation Cluster No. VI. He also requested the Internal Affairs Committee of the Provincial Party Committees, City Party Committees, standing agencies, and Steering Committees to advise on the summary of the XIII term on anti-corruption work; focus on perfecting and improving the quality of the team; actively advise on handling outstanding cases; internal affairs and anti-corruption work must aim at stabilizing economic development, protecting the Party, protecting the government and the people, shifting the focus from anti-corruption to prevention; and improving training and professional development for local officials.

In 2026, the Tay Ninh Provincial Party Committee's Internal Affairs Committee was assigned to hold the position of Head of Emulation Cluster No. IV, and the Can Tho City Party Committee's Internal Affairs Committee held the position of Deputy Head of Emulation Cluster./.
