Ho Chi Minh City: Surprised by inspection results of 3 high schools

The Inspectorate of the Ho Chi Minh City Department of Education and Training has publicly announced the inspection conclusions related to the implementation of regulations on collection, management, and use of tuition fees and other financial resources for Pham Phu Thu High School, Nguyen Khuyen High School, and Dien Hong Secondary and High School.

Regarding Pham Phu Thu High School, the inspection conclusion clearly stated that in the 2023-2024 school year, Pham Phu Thu High School used the names of agreed collections, collection and payment on behalf of others incorrectly. The school collected the following fees: Tuition for the second session of enhancededucation activities, IELTS international English certificate exam preparation, which are not regulated by the Resolution of the Ho Chi Minh City People's Council.

In the 2024-2025 school year, Pham Phu Thu High School has not fully budgeted for actual revenues. The revenue source "Support for management of lunch breaks for students" is considered as the revenue source "Services for organizing services, management and cleaning of boarding schools"; the revenue name "Fee for organizing teaching sessions 2" is not in accordance with the requirements of the Department of Education and Training of Ho Chi Minh City.

In addition, the expenditures of the Parents' Representative Board are in the nature of funding for the school's educational activities, but the school received them without making a plan to mobilize the school board, approve them from the Department of Education and Training, and establish a receiving team according to the Department's instructions.

At Dien Hong Secondary and High School, in the 2023-2024 school year, the school publicly disclosed the revenue and expenditure plan for each item to parents and used the names of agreed revenue items and collection and payment on behalf of parents, which is incorrect.

The implementation of service fees to support educational activities has not been in accordance with the regulations of the City People's Council and the Department of Education and Training. The school has not issued a notice based on the official dispatch of the Department of Education and Training of Ho Chi Minh City as a basis for implementing the refund of public tuition fees to parents and students.

In addition, in the 2024-2025 school year, the content of the meeting minutes with parents of classes at this school is unclear, not showing consensus regarding the school's revenues, and not publicly disclosing the revenues and expenditures of each item.

In the 2024-2025 school year, Pham Phu Thu High School's budget estimate was incomplete for actual revenues.

Regarding the revenue from organizing 2 sessions/day, the school has the content of training excellent students, details of practical teaching, and extracurricular activities that are not in accordance with regulations. Regarding the revenue from mobilizing sponsorship, the school has not sent the implementation results to the superior agency, the results of sponsorship implementation are unclear (only recording revenue and expenditure without recording the content), and has not updated the increase in sponsored assets with an original value of 10 million VND or more in the book. The operating budget of the Parents' Representative Board is not clear in implementation, demonstrating coordination with the principal and consensus of the representative board.

At Nguyen Khuyen High School: For the 2023-2024 school year, the collection rates for tuition, boarding lunch, extracurricular activities, accident insurance, and health insurance were not publicly announced.

The school also did not develop a budget for revenue and expenditure and the revenue items (money for organizing life skills training, foreign language teaching for foreigners, teaching gifted classes, STEM education) to serve as a basis for calculating specific revenue levels; or there was a budget but the actual revenue level was not in accordance with the budget (money for organizing extra foreign language teaching); or the budget did not ensure the principle of sufficient revenue and expenditure.

The school organizes the collection of "Fee for organizing life skills teaching" into "Fee for organizing digital citizenship education activities", while this collection only applies to primary school level.

The content of "Renting air conditioners" in the 2023-2024 school year, although urgent in ensuring learning conditions for students, has not been adjusted or supplemented in the approved fundraising plan by the competent authority.

According to the inspection conclusion, in the 2024 internal spending regulations, the school also did not specify the spending norms for human resources and operating spending norms for the remaining revenues as a basis for spending contents from tuition fees and other revenue sources.

In addition, this school also used the revenue from organizing 2 sessions/day to buy water bottles to reward teachers' children for their high academic achievements; to organize conferences for civil servants - public employees - workers, to pay for centralized exam invigilation, and to pay for organizing teacher meetings, which is not in accordance with regulations.

Nguyen Khuyen High School's collection and expenditure of some collection and payment items on behalf of others and collection items for individual students does not ensure the principle of enough collection and enough expenditure, especially the overspending affects the balance of funding sources to carry out other tasks of the unit.

The Inspector of the Department of Education and Training of Ho Chi Minh City requested that the principals of the above schools seriously learn from experience, develop clear internal spending regulations, review the construction of revenue and expenditure items to ensure compliance with principles, and have a complete, balanced, and transparent budget.
