According to the Ho Chi Minh City Land Fund Development Center, in the period 2026 - 2030, organizing the exploitation of land resources must be considered a pillar in the city's medium-term financial and investment plan.

The unit will implement four key solutions to mobilize budget resources, planning to auction 85 land plots with a total area of ​​about 435 hectares, bringing in over VND100,000 billion for the budget.

This agency recommends that the city soon issue a specific mechanism for the auction and exploitation of public land funds after the merger, creating favorable conditions for valuation, auction and revenue allocation. Along with that, increase the rate of regulating revenue from public land auctions for infrastructure development in suburban areas, newly formed satellite cities after the merger...

To increase revenue from land, according to the recommendation of the Ho Chi Minh City Institute for Development Studies, it is necessary to overcome shortcomings in public land auctions.

The city needs to promote the application of bidding methods to select investors in land areas managed by the State, meeting the conditions of Resolution 98, to shorten the implementation time. Because these methods do not require the implementation of procedures for rearranging and handling real estate according to the provisions of law on management and use of public assets, thereby speeding up the recovery of budget capital and increasing revenue.

In addition, urgently speed up the adjustment of Ho Chi Minh City planning for the period 2026-2030, creating a legal basis for land allocation and auction.

According to Mr. Macr Robinson, fiscal policy and public investment advisor of the World Bank, Ho Chi Minh City must make the best use of land revenue to implement public investment projects, improve the road network, bridges... This brings great value but there must be effective tools to recover the increased land value brought by infrastructure projects.

To ensure revenue from land in the coming time, the Department of Agriculture and Environment proposed to develop an annual Land Price List, starting from 2026. This is a fundamental innovation of the 2024 Land Law, completely replacing the land price framework, ensuring that the State's land price is close to the market land price.

When the land price list is built synchronously, revenue from taxes, fees, charges, land use fees, and land rents will increase naturally, without distorting the market.

Along with that, the land valuation methods prescribed in the 2024 Land Law will be flexibly and fully applied, especially the surplus method - a method capable of accurately reflecting land value after infrastructure investment.

The Department also proposed that the city strongly exploit models of collecting added value from land, especially the model of urban development according to traffic orientation (TOD). At the same time, strengthen the capacity of the Land Fund Development Organization, to proactively create clean land funds, ready for auction and bidding to select investors to implement projects using land.

Along with increasing revenue, attention must be paid to resolving compensation, support and resettlement. When people are resettled in better living conditions than their old place, it will create conditions for quick consensus on land allocation, speed up large-scale infrastructure projects, thereby ensuring land revenue to serve the medium-term public investment plan.

If exploited effectively, land revenue in the 2026-2030 period can completely reach the target of 500,000 billion VND. This is the key resource for Ho Chi Minh City to build a modern infrastructure system, creating a breakthrough in development, contributing to realizing the vision of sustainable development of the region in the coming decades.

According to the Ho Chi Minh City Department of Construction, the city is managing a large public asset fund, including 4,982 apartments and land plots for resettlement of many key projects. In recent years, budget revenue from the sale of resettlement apartments has recorded impressive growth, demonstrating the great potential of this resource.

Mr. Nguyen Van Dung, Vice Chairman of the Ho Chi Minh City People's Committee, said that the city has completed the budget collection task assigned by the Government and the City People's Council in 2025. However, the target requires striving to increase by 25% compared to the assigned target.

The city is striving to collect about 800,000 billion VND in budget revenue by the end of the year.

To complete this difficult task, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Dung requested the Ho Chi Minh City Tax Department to continue reviewing revenue sources and tax rates to ensure compliance with regulations and to create incentives for business development. At the same time, closely coordinate with the Department of Agriculture and Environment to complete revenue from land.

According to statistics from Ho Chi Minh City Tax Department, the total budget revenue in the area has reached 657,154 billion VND. Revenue from land has increased dramatically, equal to 366.7% over the same period.

Many projects have large revenue values ​​such as the Can Gio coastal urban area project with revenue of 27,317 billion VND, the Thu Thiem Eco Smart City smart complex project with 16,190 billion VND, the Thu Thiem Observation Tower complex project with 5,300 billion VND...

In addition, according to the Department of Agriculture and Environment, over the past 10 months, the city has determined specific land prices for 62 projects, with total expected revenue of more than VND64,200 billion, of which the central area accounts for more than 80%.

The city is speeding up the auction of three land lots in Thu Thiem and nearly 3,800 apartments, and is preparing to auction seven other land lots, expected to bring in about VND23,000 billion.
