Accordingly, subjects affected by the COVID-19 epidemic who are being leased land and water surface by the State in Ho Chi Minh City will receive a 30% reduction in land and water surface rent in 2022.
Land and water surface lessees must submit applications for land rent and water surface tax reduction to the Tax Department where the land or water surface is located, the Economic Zone Management Board, the High-Tech Zone Management Board, etc.
Also according to the Ho Chi Minh City Tax Department, land and water surface lessees are responsible before the law for their information, ensuring that they are the correct subjects eligible for land and water surface rent reduction according to the provisions of Decision No. 01/2023/QD-TTg dated January 31 of the Prime Minister .
The subjects eligible for reduction are organizations, units, enterprises, households and individuals who are being directly leased land or water surface by the State according to the Decision or Contract or Certificate of land use rights, house ownership rights and other assets attached to land of the competent State agency in the form of annual land rent or water surface rent payment.

Subjects affected by COVID-19 receive a 30% reduction in land and water surface rent.
This provision applies to both cases where land and water surface lessees are not eligible for exemption or reduction of land rent and cases where land and water surface lessees are currently enjoying reduction of land and water surface rent according to the provisions of the law on land and other relevant laws.
This reduction does not apply to outstanding land and water surface rents from years prior to 2022 and late payment fees.
In case the land and water surface lessee is having the land and water surface rent reduced according to regulations or/and compensation and site clearance deducted according to regulations of law on land and water surface rent, the 30% reduction in land and water surface rent is calculated on the amount of land and water surface rent that is being reduced according to regulations of law on land and other relevant laws.
According to this announcement, land and water surface lessees must submit a set of documents requesting a reduction in land and water surface rent by electronic means or other means to the Tax Department where the land or water surface area is located, the Economic Zone Management Board, the High-Tech Zone Management Board, and other agencies as prescribed by law. The deadline for submitting documents is March 31, including the request, decision or land and water surface lease contract, or pink book.
Previously, on February 2, Deputy Prime Minister Le Minh Khai signed Decision 01/2023/QD-TTg reducing land and water surface rents for 2022 for subjects affected by the COVID-19 pandemic.
In 2022, land rent will be reduced by 30%, about 3,500 billion VND, thereby supporting businesses, organizations, households and individuals in overcoming difficulties caused by the impact of the COVID-19 pandemic, so that production and business activities can be restored soon after the pandemic.
The total amount of support from fiscal policies for those affected by the COVID-19 pandemic in 2022 is about VND233,000 billion. At the regular Government press conference in early January, the leader of the Ministry of Finance said that the policies to support people and businesses in terms of taxes, fees, etc. in 2023 will be similar to 2022, but with appropriate adjustments to suit reality.
