According to Decree 07 of the Government detailing the election, recruitment, use and management of cadres and civil servants working in communes, towns and ward cadres of Ho Chi Minh City, the Ho Chi Minh City People's Committee implements or delegates to the district-level People's Committee the recruitment, use and management of cadres and civil servants working in communes, towns and the use and management of ward cadres of Ho Chi Minh City.
Ho Chi Minh City People's Committee has also delegated authority to the Chairman of Thu Duc City People's Committee and districts to accept civil servants for positions under their management authority.
Regarding standards, commune-level cadres must meet the standards prescribed in Clause 1, Article 7 of Decree 33 of the Government. This regulation is a general standard for commune-level cadres and civil servants to comply with current regulations of the law on cadres and civil servants, organizational regulations and regulations of the Party and central socio- political organizations.
Cadres who do not meet this standard must do so within 3 years from the effective date of Decree 07 of the Government. After 3 years, if they still do not meet the standard, they must retire or apply the staff reduction policy according to the Government's regulations.
In addition, the Steering Committee arranges administrative units at all levels and builds a two-level local government organization model with orientation on staffing.
Transfer 100% of the existing district-level staff to arrange commune-level staff, in which the current district-level leadership and management staff are arranged as core staff at new commune-level units, and provincial-level cadres, civil servants and public employees can be increased to communes.
In addition, in the immediate future, the current number of staff and civil servants at district and commune levels will be maintained to arrange work at the commune level and review and streamline the staff in conjunction with restructuring and improving the quality of the team within 5 years. The average staff of each commune is expected to be about 32 staff (excluding the Party and mass organizations).
Ho Chi Minh City People's Committee requested Thu Duc City and districts to urgently review, organize the reception, transfer, and appointment of commune-level cadres to administrative civil servants and commune-level civil servants when implementing the arrangement of commune-level administrative units, no later than June 14.
According to the provisions of Resolution 76, the resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Ho Chi Minh City takes effect from July 1.
