The Ho Chi Minh City People's Committee has just issued a plan to organize public consultation on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam in the city (called the 2013 Constitution ).
Collecting opinions from the people, sectors and levels on the draft Resolution aims to promote the people's mastery, mobilize intelligence and enthusiasm and create high consensus and unity among the entire population in amending and supplementing the 2013 Constitution, ensuring that the Constitution accurately reflects the will and aspirations of the people.

The subjects of the consultation are people of all walks of life; local agencies, units and organizations; the Vietnam Fatherland Front and its member organizations; experts and scientists.
Individuals can give their opinions directly on the VNeID application (level 2 electronic identification account), the National Assembly Electronic Information Portal, the Government Electronic Information Portal or send their opinions in writing to the Ho Chi Minh City People's Committee through the Department of Justice, address 141 - 143 Pasteur, Vo Thi Sau Ward, District 3 (email [email protected]).
Agencies and organizations, according to their functions, tasks, powers, progress requirements, and actual situation of their agencies, organizations, and localities, shall proactively develop plans to organize conferences, seminars, and talks to collect opinions from subjects under their management, experts, and scientists.
The People's Committees of districts, Thu Duc City, communes, wards and towns organize to collect public opinions in forms suitable to practical conditions according to the provisions of law on implementing democracy at the grassroots level.
The documents for consultation are published on the electronic information portals of the National Assembly, the Government, the Ho Chi Minh City People's Committee; and the Ho Chi Minh City Department of Justice.
The comment period ends on May 30.
The Ho Chi Minh City People's Committee requests that heads of agencies, units, and localities be responsible for urgently deploying and implementing this plan to ensure progress and quality. Send a report summarizing the results of collecting opinions on the draft Resolution according to the form (attached with an electronic file) to the Ho Chi Minh City People's Committee through the Department of Justice before 5:00 p.m. on May 23, to synthesize and submit to the City People's Committee for consideration, and report to the Ministry of Justice before May 29.
Ho Chi Minh City People's Committee requires that the organization of collecting opinions from people, sectors and levels must be conducted democratically, scientifically, publicly, transparently, substantively, ensuring progress, quality and savings.
Diverse, appropriate, flexible forms, increased application of information technology, suitable for the reality at the grassroots level, creating favorable conditions for all classes of people to participate in giving opinions.
Contributed opinions must be collected, synthesized fully, accurately, and objectively, and must be seriously studied, accepted, and explained, serving as a basis for completing the draft Resolution to be submitted to the National Assembly for consideration and approval.
In addition, it is necessary to strengthen information, propaganda, ideological orientation and public opinion to create high consensus and unity; resolutely fight against arguments that sabotage and distort the Party's policies and guidelines and the State's laws during the consultation process.
