
The Department of Agriculture and Environment of Ho Chi Minh City has just sent a document to the People's Committee of Ho Chi Minh City regarding the construction of the first land price list to be applied from January 1, 2026 according to simplified procedures.
The department requested 168 communes, wards, special zones, city tax and base tax offices, the city land registration office, branches and relevant agencies to urgently provide land price data for routes and planned routes, and send it before November 5.
On that basis, the Department of Agriculture and Environment of the city will synthesize, calculate and propose a land price list applicable from January 1, 2026. It is expected that the Department will propose the first land price list and send it to the Vietnam Fatherland Front of the city; at the same time, post the draft land price list on the City Information Portal to widely collect opinions from agencies, organizations and people of the city.
After that, the Department will synthesize and send comments to the Land Price Appraisal Council and send them to the Department of Justice for appraisal of legal documents; synthesize and report to the City People's Committee with a draft land price list, so that the City People's Committee can submit it to the City People's Council for consideration and approval.
According to the Department of Agriculture and Environment of Ho Chi Minh City, the remaining steps need to be implemented quickly to be submitted to the City People's Council for decision in time. The Department recommends that the Ho Chi Minh City People's Committee approve the construction of the first Land Price List according to the shortened procedures and order, to meet the progress requirements.

From July 1, Ho Chi Minh City was newly established on the basis of merging with Binh Duong and Ba Ria - Vung Tau, including 168 communes, wards and special zones. Currently, the city still applies the three old land price tables of the localities before the merger, effective until December 31.
Last September, the Ho Chi Minh City People's Committee approved the project to build the first land price list according to the 2024 Land Law, with the task of surveying and collecting land prices for each plot as a basis for determining and creating a new price list.
The survey was carried out across the city, each route had at least 3 survey points and new routes were updated so that the price list covered the entire area.
It is expected that the city will deploy about 27,000 survey forms on 7,505 routes and road sections. The project is chaired by the Department of Agriculture and Environment of Ho Chi Minh City, with a total budget of nearly 16.3 billion VND, implemented from August to December, in order to complete and apply the new land price list from next year.
According to the 2024 Land Law, the land price list will be updated annually, instead of every five years as before. Continuing to use the old price list until the end of this year is in accordance with the transitional provisions in Clause 1, Article 144 of this law.
