On November 18, Decom Stars Joint Stock Company - a member of the Vietnam Blockchain and Digital Asset Association (VBA) introduced an AI application to support research and trial at the two-level People's Court of Ho Chi Minh City, opening up a direction to reduce work pressure and modernize judicial activities.
The launch was attended by judges, examiners, clerks, and mediators from 19 regional People's Courts in Ho Chi Minh City. The application was developed with professional advice from VBA and the Blockchain and Artificial Intelligence Institute (ABAII), aiming to shorten the time for processing records, standardize business processes, and increase transparency in each decision.

In her opening speech, Ms. Nguyen Thi Thuy Dung - Deputy Chief Justice of the Ho Chi Minh City People's Court assessed that the implementation of AI has practical significance when it can synthesize case information at each trial level. At the first instance level, the system will synthesize data, while the appellate level can inherit and supplement from the available platform. Court leaders expect this to be a "professional assistant" to help judges and jurors save time searching, while standardizing the case handling process.
Mr. Tran Viet Hung - Senior Advisor to VBA, former Deputy Chief of the Central Party Office, said that the application of AI in litigation requires close coordination between technology and judicial expertise. According to him, four core factors that need to be ensured include: technology infrastructure capable of processing big data; standardized data sources according to unified rules; clear written operating procedures; and a team of experts directly involved in training the model to maintain legal accuracy. When the digitalization process is optimized, blockchain can be integrated to ensure data integrity.

The AI Research and Trial Support Project was developed based on the AI Law Lookup platform – a system that has served more than 50,000 users with nearly 1 million searches. The version for the Ho Chi Minh City Two-Level People's Court is specifically designed to analyze records and support judges in the process of resolving cases. The database includes 72 precedents of the Supreme People's Court, 300 guiding documents and about 2 million judgments that have been labeled and standardized in language according to trial practice.
Mr. Vo Thanh Thien Toan – Director of Technology Decom Stars said that the system can operate completely offline to meet the strict security requirements of the judiciary. Each case is processed as an independent AI environment, with data encryption and only authorized people can access it. In the next phase, the platform will support additional image and recording formats to better match the actual records.

Ai Court Application.
The project is implemented according to a roadmap for each court level: from legal research at the first instance level, supporting evidence assessment at the appellate level, to integrating blockchain technology to ensure data integrity. This approach shows caution when applying technology to sensitive areas such as the judiciary.
Since the beginning of 2025, the Ho Chi Minh City People's Court has handled more than 100,000 civil, marriage, commercial and labor cases. It is expected that from July 1, 2025, according to Resolution 81/2025/UBTVQH15, the system will be reorganized with 19 regional courts, further clarifying the need for specialized professional support tools.
In the context of the ongoing digitalization program, Decom Stars' AI application is expected to be a remarkable step forward, contributing to improving trial efficiency, reducing the burden on the court system and meeting the requirements of judicial reform in the spirit of Resolution 57-NQ/TW of the Politburo on national digital transformation.
