Commune level – close connection with the people
At the conference to deploy the new model, Chairman of Hue City People's Committee Nguyen Van Phuong affirmed that the two-level government will help build a streamlined, modern, and effective apparatus, suitable for development requirements.
"From July 1, 40 commune-level administrative units will officially come into operation, replacing the role of the district level. Hue currently has a ward rate of over 50%, among the highest in the country. This will help commune-level authorities become the main 'touch point' between people and administrative agencies," said Mr. Nguyen Van Phuong.
According to Director of the Department of Home Affairs Nguyen Van Manh, all functions, tasks, and decentralization and delegation of authority between government levels have been clearly stated in the newly issued Law on Organization of Local Government. Accordingly, the commune level will be where people directly contact and handle administrative procedures, so the assignment and decentralization have been thoroughly trained to ensure continuity in work.
Regarding the organizational structure, the Department of Home Affairs leader said that personnel appointments will comply with regulations. The positions of civil servants transferred from the district level to the commune level will be completed before June 30. At the same time, the city will establish public service units and the Public Service Center to ensure that the new apparatus will be operational from July 1.
Perfecting the model of public services without administrative boundaries
One of the urgent requirements in digital transformation today is to maintain the continuity and uninterruptedness of the public service system. Hue City is actively implementing a model of receiving administrative procedures without boundaries, aiming to serve people more quickly and effectively in the digital environment.
Mr. Tran Huu Thuy Giang - Chief of Office of Hue City People's Committee said that communes and wards will proactively arrange appropriate reception points, ensuring no interruption of public services during the transition period.
According to information from the Department of Science and Technology, from July 1, official accounts will switch to using Hue-S electronic identification or VNeID, instead of official email, to increase transparency, authenticity and convenience in administrative transactions.
The city has also approved a set of electronic identification codes for commune-level information technology officers and implemented preparations for the use of public services on digital platforms. The authentication and operation of electronic public services will help reduce the backlog of paperwork and improve the quality of public services for the people.
In addition, Hue City Police also announced the recall and issuance of new seals for all new administrative units. It is expected that about 1,910 seals will be reviewed and issued, all of which will be done through the public service portal and completed by June 25.
Agencies, businesses and people are also advised to proactively implement electronic identification early to be ready to use electronic public services from July 1.
No disruption to public services

Regarding the Party organization, Mr. Phan Xuan Toan - Head of the City Party Committee's Organization Board said: the principle is that whichever unit is located in which area, the Party Committee of that area will manage it. Even vertical units will temporarily hand over the Party organization to the locality to ensure the progress of organizing the grassroots Party congress.

At the same time, Mr. Nguyen Van Phuong also requested that the communes and wards after the arrangement must promote initiative, become the only administrative hub in the locality, have the capacity to handle multiple tasks, serve the people better and create a favorable environment for investment.
