Guide the procedures for registration, survey, evaluation and recognition of good farmers and businessmen at all levels; how to build professional Farmers' Associations and Professional Farmers' Associations according to the principles of "5 self" (voluntary, self-conscious, self-governing, self-managing, self-responsible) and "5 together" (same field of labor, production, business, service; same concern; same sharing; same responsibility and same benefit).
