The goal is to ensure that information systems are maintained to operate smoothly, support the work of officials and civil servants, and create conditions for people and businesses to exploit data on a synchronous, easy-to-use, safe and secure platform. The plan also clearly assigns responsibilities among units, ensuring progress according to the roadmap for merging the three localities.

Prioritize essential information systems
The implementation is planned to be divided into two phases. Phase 1 prioritizes essential information systems.
For Party agencies, the Office of the Provincial Party Committee and the City Party Committee of the three localities jointly proposed to the Central Party Office to jointly deploy the roadmap for the executive document systems, reporting systems according to Resolution 57-NQ/TW, the congress reporting system and operational software. For online conferences, the Office of the Provincial Party Committee of Binh Duong and Ba Ria - Vung Tau agreed with the Office of the Ho Chi Minh City Party Committee. The Ho Chi Minh City Party Committee Office will coordinate with the Ho Chi Minh City Digital Transformation Center to survey and propose an implementation plan, expected to be completed in May 2025.
The Office of the Provincial Party Committee of Binh Duong and Ba Ria - Vung Tau also agreed with the Office of the Ho Chi Minh City Party Committee on deploying the electronic information portal of the City Party Committee and creating an official email account. The deployment was carried out by the Office of the Ho Chi Minh City Party Committee in coordination with the Digital Transformation Center.
For the information systems of state agencies, the Ho Chi Minh City Digital Transformation Center presides over and coordinates with the Department of Science and Technology of three localities and related units to conduct a survey of the current status of the online conference system, propose solutions and plans to connect with the system in Ho Chi Minh City to form a unified operating system. At the same time, conduct a survey of the current status of the document management system in localities, build an interconnection model, propose the implementation of a single executive document management system, ensuring continuity and convenience in processing and storing documents. This also ensures the maintenance of connectivity with the city and national document interconnection axis, ensuring the smooth circulation of electronic documents in accordance with regulations.

The document management and command system will be tested at departments, agencies and branches of Ho Chi Minh City, the Department of Science and Technology of Binh Duong and Ba Ria - Vung Tau provinces; at newly established wards and communes in Ho Chi Minh City and the Ho Chi Minh City Digital Transformation Center. The testing period will be completed before June 15. After that, it will be expanded to all wards, communes and newly established special zones, as well as departments, agencies and branches after the merger, to be completed before August 15. Training and instructions for use will be completed before August 28, and will officially operate from September 1.
Trial operation of administrative procedure settlement system in 15 wards and communes
For the administrative procedure information system, after completing the identification code issuance, the Ho Chi Minh City Digital Transformation Center will configure the administrative procedure system for Binh Duong and Ba Ria - Vung Tau, and prepare technical solutions for testing. The testing will be carried out in 15 wards and communes (5 in each locality). From May 20, it will be widely deployed to the remaining units. Training, instructions for use and communication will be completed before August 28 and officially put into operation from September 1.
The Department of Science and Technology of Binh Duong and Ba Ria - Vung Tau are responsible for providing a list of cadres, civil servants and public employees so that the Ho Chi Minh City Digital Transformation Center can create official email accounts. As for Binh Duong cadres, they will use two accounts in parallel for three months before terminating the old account.
In addition, localities and relevant units are also assigned to carry out tasks related to the 1022 system, digital signatures, electronic identification codes, etc., ensuring smooth operations after the merger.
Regarding information technology infrastructure, the Department of Science and Technology of Ba Ria - Vung Tau and Binh Duong provinces synthesized and provided the current status of the specialized data transmission network. The Ho Chi Minh City Digital Transformation Center took the lead in proposing a connection plan suitable for the existing infrastructure and digital transformation plan of the three localities after the merger.
In addition, the provinces will also provide the current status of the data center including: IT infrastructure, connection model, number of portals/websites of the units, list of managed databases, number of active servers and information security assurance plan.
Phase 2: Management and operation of the digital platform after merger
In phase 2, the units will focus on developing a plan to manage and operate the information system on a digital platform after the merger. The content includes building an information technology application model at the commune level, developing a plan to deploy the system from the department level down to the ward, commune and special zone levels, ensuring compliance with the City's Data Management Strategy. The Ho Chi Minh City Digital Transformation Center will advise the Ho Chi Minh City People's Committee to select appropriate information systems for widespread deployment.
