
The program aims to effectively control rabies in domestic dogs and cats; build and expand disease-free areas, while minimizing negative socio-economic and environmental impacts.
According to regulations, dog and cat owners must declare to the People's Committee at the commune level and commit to managing their pets within their family's premises. When taking dogs and cats outside, they must use leashes, muzzles and be led by someone to avoid danger.
Vaccination against rabies is mandatory for pets. When detecting unusual signs, the owner must confine the pet and immediately report to the local authorities or the Animal Husbandry and Veterinary Station.
If a stray dog is caught, the owner must bear all related costs. If the dog or cat bites someone and causes damage, the owner must compensate according to regulations.
The Commune People's Committee will compile a list and manage households raising dogs and cats; update data at least twice a year and strictly handle cases of non-compliance with regulations, especially those who do not vaccinate against rabies. Based on the local situation, the Commune People's Committee can establish a team to catch stray dogs and cats or those suspected of having rabies.
The Department of Animal Husbandry and Veterinary Medicine of Ho Chi Minh City is assigned to deploy information technology solutions in managing dog and cat herds; perfecting the online reporting system on epidemics and vaccination. Every year, this unit develops a plan for mass rabies vaccination, prioritizing implementation before hot weather periods - periods with a high risk of rabies outbreaks.
Ho Chi Minh City Police will coordinate with relevant parties and local authorities to strengthen inspection and handling of the trading and transportation of dogs and cats of unknown origin; at the same time, mobilize traffic police and grassroots police forces to participate in interdisciplinary inspection teams to prevent and control animal diseases.
