Ho Chi Minh City promotes decentralization according to specific mechanisms and policies.

Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc has just directed the implementation of Official Dispatch No. 48 of the Government Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW (Government Steering Committee), focusing on promoting decentralization and delegation according to the Law on Organization of the Government, the Law on Organization of Local Government and implementing the 2-level local government model.

The Chairman of the Ho Chi Minh City People's Committee requested heads of departments, branches and sectors to base on task requirements and the implementation of specific mechanisms and policies of Ho Chi Minh City to promote decentralization and authorization, synchronize with the implementation of the 2-level local government model, arrange administrative units, create a legal corridor, promptly handle practical issues, remove institutional "bottlenecks", contributing to the implementation of socio -economic development goals.

At the same time, review the system of related specialized legal documents to clearly identify priority and urgent issues of sectors and fields within the scope of management and authority to resolve.

In particular, for draft documents of the Government , departments, branches and localities coordinate to directly provide comments to the drafting agency or submit to the Ho Chi Minh City People's Committee a written document sending comments when requested. If necessary, coordinate to advise the Ho Chi Minh City People's Committee to report and propose to the Government for consideration and decision according to its authority.

Regarding the content of specific mechanisms and policies of Resolution No. 98/2023/QH15 and Decree No. 84/2024/ND-CP, the Department of Finance and the Department of Home Affairs will advise.

For matters under the authority of the Ho Chi Minh City People's Committee and the Chairman of the Ho Chi Minh City People's Committee, departments, branches and localities must urgently coordinate to advise and propose, comply with the requirements to promote decentralization and delegation of power and ensure synchronization with the implementation of the 2-level local government model.
