The 2025 high school graduation exam in Ho Chi Minh City will be large-scale with 99,578 candidates registering for the exam, an increase of 8,891 candidates compared to last year. Of these, 97,940 candidates will take the exam under the 2018 General Education Program and 1,638 candidates under the 2006 General Education Program. Notably, the number of independent candidates has increased by 5,000 compared to last year, which poses new challenges in the organization.
To meet this scale, the city has arranged 171 examination sites with a total of 4,242 examination rooms reasonably distributed throughout the area.
Specifically, 168 examination sites with 4,180 examination rooms for candidates under the 2018 Program and 3 examination sites with 62 examination rooms for candidates under the 2006 Program. Each examination site is arranged with 3 spare rooms to handle arising situations.
To ensure security and safety for the exam, all 171 graduation exam sites in the city will be installed with surveillance cameras in the exam storage room. The installation will be carried out simultaneously on June 19.

According to the Department of Education and Training of Ho Chi Minh City, the camera monitoring the room storing exam papers and test papers must ensure coverage of all items containing exam papers and test papers in the room and actions affecting those items; store all data of the process of storing exam papers and test papers at the testing site; and operate continuously even when there is a power outage.
The Department of Education and Training of Ho Chi Minh City requires connecting a monitoring screen to monitor the operation of the camera. The test site technician must have a firm grasp of the method and prepare the device to start, turn off and remove the memory card, receive the memory card bag and camera box from Viettel staff. After the working session, the camera will start to turn on 24/24 (ensuring power), connect the screen and seal the device, the room to store the exam questions and test papers.
The work of removing surveillance cameras will be carried out within 1 week, starting from June 30 to July 7, after the end of the final exam (June 28).
For exam marking sites, surveillance cameras will be installed within 20 days, starting from June 30 to July 20 after the exam marking process is completed.
After all cameras have been removed from the testing and grading sites, the camera installation unit will hand them over to the Ho Chi Minh City Department of Education and Training.
At the end of the exam, the camera installation unit at the exam sites and the centralized exam marking points will return them to the Ho Chi Minh City Department of Education and Training.
During the entire working process, the deputy head of the examination site in charge of facilities is primarily responsible for connecting relevant departments.
