(LĐ online) - For over 5 years, hundreds of households in residential groups 8, 9, 10 (Da Teh town) and Ha Lam village (Quoc Oai commune, Da Teh district) have had to live with the stench from the Luu Luyen pig farm that discharges waste directly into the environment. Although the people have repeatedly petitioned, the local government has not yet completely resolved the issue.

• THE SMELL OF PIG POOCH IS "STUPID"
These days, under the hot summer sun, in residential groups 8, 9, 10 (Da Teh town) and Ha Lam village (Quoc Oai commune), everywhere people complain about the stench coming from the Luu Luyen pig farm of Mr. Bui Van Luyen's family (Quoc Oai commune, Da Teh district). Standing about 500 meters from the pig farm, we clearly felt the stench rushing straight into our noses as if we were suffocating. As for the people, despite the hot and stuffy weather, most of them had to close their doors to limit the stench from entering their homes.
It is noted that Luu Luyen farm has 4 rows of long barns raising a very large number of pigs, but the total herd has not been specifically determined. All wastewater and pig manure are discharged directly by the farm owner into an open-air reservoir next to it. This waste reservoir is about 5,000 m2 wide, made of exposed soil, without construction or cover. From the reservoir of concentrated pig manure, there is a large drain that directly discharges wastewater into the Da Bo stream next to it, causing a strong stench.
Ms. Nguyen Thi Hau, Ha Lam village (Quoc Oai commune), was upset: “My house is only a few hundred meters from the Luu Luyen pig farm waste reservoir, so we have to endure the stench and pollution from the pig farm. For more than 2 months now, the hot and humid weather has made my family's life suffocating, unable to eat well or sleep well. To cope with the stench, my whole family, from children to the elderly, have to wear masks regularly, even when going to bed."

According to local people, the stench from wastewater and pig manure covers a large area; especially during cleaning of barns, or sudden rains that cause the stench to be so concentrated, it becomes a terrible obsession for the people.
Mr. Hoang Van Uy, residing in Residential Group 9 (Da Teh town), reported: “For more than 5 years now, like hundreds of other households, my family has had to live with the stench from Luu Luyen pig farm. We have repeatedly reported and petitioned the People's Committee of Da Teh district, but the environmental pollution caused by this pig farm is getting more and more serious. To limit the stench from entering the house, all corners of my house have to be sealed off.”
Mr. Nguyen Van Thiep, resident of Residential Group 8 (Da Teh town), said: “Although we live more than 1 km away from the pig farm, we still smell the stench coming from the pig farm all day long. Many times, when the weather is hot and sunny, suddenly there is a thunderstorm, at that time everyone can only hold their breath and endure the stench of pig manure, making everyone shiver.”
Not only does it pollute the air, but wastewater and pig manure from Luu Luyen pig farm also pose a risk of polluting groundwater. Most local people here use water from dug wells and drilled wells for daily activities, so people are very worried and insecure if the pig farm's waste discharge continues.

• WHAT DO THE GOVERNMENT AND AUTHORITIES SAY?
Only by being present and witnessing the open, sketchy waste disposal pond of Luu Luyen pig farm can one understand the suffering of the people here.
Mr. Tran Anh Dung - Vice Chairman of Da Teh town, said: “The people's concerns about the environmental pollution from Luu Luyen pig farm are completely legitimate and well-founded. This pig farm is located in Quoc Oai commune but is causing pollution that directly affects hundreds of households in the town. Therefore, from a local perspective, every time we receive feedback from the people, we report to the Da Teh District People's Committee for consideration and handling according to regulations. We hope that in the near future, the Da Teh District People's Committee will have a thorough handling direction to ensure the lives of the people."
Meanwhile, Mr. Vuong Duy An - Party Secretary, Chairman of the People's Committee of Quoc Oai Commune, said: "In the past time, people have repeatedly reported that Luu Luyen pig farm discharged waste causing environmental pollution. The commune has coordinated with the district's functional departments to conduct direct inspections many times and discovered incidents of wastewater overflowing the reservoir due to rain. Thereby, the locality has requested the farm owner to overcome the existing problems to ensure environmental hygiene. This time, with the images you provided, it shows that this pig farm is "secretly" discharging waste into Da Bo stream. Regarding this issue, we will report to the People's Committee of Da Teh district to direct the functional agencies to coordinate inspections to have a final solution."
According to Mr. Nguyen Minh Phung - Head of the Department of Natural Resources and Environment of Da Teh district, the people's complaints about the environmental pollution caused by Luu Luyen pig farm have been going on for many years. Each time people complain, the Department receives and coordinates with functional agencies as well as Quoc Oai commune to inspect and handle. In the past time, the People's Committee of Da Teh district has twice issued decisions to sanction administrative violations related to environmental pollution for this pig farm.
“At the end of 2021 and the beginning of 2022, based on people's feedback, after inspection, along with administrative sanctions, the People's Committee of Da Teh district temporarily suspended the operation of Mr. Bui Van Luyen's livestock farm for 9 months to remedy the consequences. This time, based on people's feedback, we are coordinating with the Da Teh District Police and the People's Committee of Quoc Oai commune to conduct an inspection and verify the specific level of pollution. Through the inspection results, depending on the level of violation, the Department will propose the District People's Committee to strictly handle it according to the provisions of law" - Mr. Phung added.
