In Mai Chau district, a mountainous area frequently affected by natural disasters, the problem of stabilizing the population has persisted for many years and is becoming increasingly difficult. Every time the rainy season arrives, anxieties, worries, and insecurities intensify, overshadowing the aspirations of people living near hills, mountains, or along rivers and streams for a stable life.
According to the leaders of the Mai Chau District People's Committee, in the 2025 disaster prevention plan, the district prioritizes identifying key areas prone to natural disasters in order to implement effective prevention and control measures. Among the types of natural disasters that have occurred frequently in recent years, the most dangerous and burdensome are storms, tropical depressions, tornadoes, hailstorms, flash floods, and landslides. In particular, landslides are a frequent type of natural disaster in the communes and towns during the rainy season, along inter-communal roads and on hillsides in residential areas. Many areas are at risk of landslides with large volumes of soil and rocks, such as the DT.342 Dong Tan - Tan Thanh road, DH.60 Dong Tan - Son Thuy road, DH.63 Mai Chau town - Bao La road, DT.450 Phu Cuong - Son Thuy road, DH.64 Xam Khoe - Cun Pheo road, DH.432b Thung Khe - Pu Bin road, the residential area of Vang hamlet (Mai Chau town), Mo hamlet (Chieng Chau commune), Lau hamlet (Mai Ha commune), Phieng Xa hamlet (Dong Tan commune), and hamlets in Tan Thanh, Son Thuy, and Thanh Son communes… These are also key areas where the district prioritizes integrating resources to invest in strengthening and building infrastructure, ensuring essential conditions, and the long-term goal of relocating residents to stabilize their lives.
Not only Mai Chau, but also other districts in the province such as Da Bac, Tan Lac, Lac Son… are grappling with the challenge of stabilizing the lives of ethnic minorities in mountainous areas. With the heavily fragmented terrain, many residential areas are located along mountain slopes, rivers, and streams, placing immense pressure on the task of resettlement and relocation. After years of struggling against natural disasters, the people in these disaster-stricken areas have come to understand that stabilizing the population is not simply about relocating, but also requires strategic investment, ensuring synchronized infrastructure, sustainable livelihoods, and sustainable promotion of local socio-economic development.
According to the Department of Agriculture and Environment, 70% of the province's area is mountainous. Many areas are affected by extreme weather events, leading to natural disasters such as landslides, flash floods, rockfalls, flooding, and storms. The complex nature of natural disasters, with their increasing impact, has added many challenges to efforts to resettle and stabilize the population in ethnic minority and mountainous areas in general, and in areas affected by natural disasters in particular. After each rainy season, the need for population resettlement becomes even more urgent.
In response to this situation, the Provincial People's Committee has developed numerous support plans for affected residents, focusing on planning and relocating people to necessary areas. The National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions for the period 2021-2025 plays a leading role. The province is actively implementing the component project "Planning, Arrangement, and Stabilization of the Population," while integrating resources from other target programs, socio-economic development projects, and other programs and projects. Simultaneously, the province is also promoting social mobilization, attracting resources from businesses and the community to gradually realize the goal of stabilizing the population in mountainous areas, aiming to improve the quality of life in ethnic minority and mountainous regions.
