As a mountainous province with complex terrain, many residential areas are located in areas with high risk of natural disasters, Hoa Binh identifies the stabilization of the population for ethnic minority and mountainous areas (DTTS&MN) as a particularly important and strategic task. However, this is a difficult problem, associated with concerns about natural disasters and extreme weather phenomena, especially when the rainy and stormy season comes.

In the mountainous district of Mai Chau - one of the localities frequently affected by natural disasters, the problem of stabilizing the population has lasted for many years and is becoming increasingly difficult. Every time the rainy and stormy season comes, the worries, anxieties and insecurities increase, overwhelming the desire to "settle down and make a living" of people living near hills, mountains or along rivers and streams...

The leader of Mai Chau District People's Committee said that in the 2025 natural disaster prevention plan, the district prioritizes identifying key areas where natural disasters often occur to have effective prevention and control solutions. Among the types of natural disasters that have occurred frequently in recent years, the most dangerous and causing heavy burdens are storms, tropical depressions, tornadoes, hail, flash floods, and flash floods. In particular, landslides and rock falls are a type of natural disaster that frequently occurs in communes and towns during the rainy season, along inter-commune traffic routes, and on hillsides of residential areas. Many locations are at risk of landslides with large volumes of soil and rock such as DT.342 Dong Tan - Tan Thanh, DH.60 Dong Tan - Son Thuy, DH.63 Mai Chau town - Bao La, DT.450 Phu Cuong - Son Thuy, DH.64 Xam Khoe - Cun Pheo, DH.432b Thung Khe - Pu Bin, residential areas of Vang hamlet (Mai Chau town), Mo hamlet (Chieng Chau commune), Lau hamlet (Mai Ha commune), Phieng Xa hamlet (Dong Tan commune), hamlets in Tan Thanh, Son Thuy, Thanh Son communes... These are also key areas where the district prioritizes combining resources to invest in consolidating and building infrastructure, ensuring essential conditions and the long-term goal of relocating residents to stabilize people's lives.

Not only Mai Chau, districts in the province such as Da Bac, Tan Lac, Lac Son ... are also struggling with the problem of stabilizing the population for the people in the highlands. With the characteristics of strongly divided terrain, many residential areas are located on the slopes of mountains, rivers, and streams, great pressure is placed on the work of arranging and relocating the population. Because after many years of struggling to face natural disasters, the people in the disaster areas have realized that stabilizing the population is not simply about moving places of residence, but also requires strategic investment, ensuring synchronous infrastructure, sustainable livelihoods and sustainable promotion of local socio -economic development.

According to the Department of Agriculture and Environment, 70% of the province's area is mountainous. Many areas are affected by extreme weather phenomena, leading to natural disasters such as landslides, flash floods, rock falls, floods, whirlwinds, etc. The complex developments of natural disasters with increasingly large impacts have added many challenges to the efforts to arrange, relocate, and stabilize the population in ethnic minority and mountainous areas in general, and in areas affected by natural disasters in particular. After each rainy and stormy season, the need to relocate the population becomes more urgent.

Faced with that reality, the Provincial People's Committee has developed many plans to support affected people, focusing on planning and resettlement of residents in necessary places. In particular, the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 period plays a key role. The province has actively implemented the component project "Planning, arranging, relocating and stabilizing residents", while integrating resources from other target programs, socio-economic development projects, programs, projects, etc. At the same time, the province has also promoted socialization, mobilizing resources from businesses and the community to gradually realize the goal of stabilizing residents in highland areas, aiming to improve the quality of life in ethnic minority and mountainous areas.
