Livestock farms are "transformed" into ecological zones

The 12,268 m2 land plot in Nhue village (Kim Chung commune, Dong Anh district, Hanoi ) was approved by the Dong Anh district People's Committee for the investment project to build a livestock and aquaculture farm in 2008 and agreed in principle to add (in January 2020) the purpose of growing orchids and was allowed to build 4 more construction items.

With the goal of fully exploiting the land potential, transforming the economic structure in agriculture towards producing goods with high economic value to develop the local economy and improve the ecological environment, but unexpectedly the farm owner "magically" transformed it into an ecological area called "Spring Garden".

Accordingly, this land has been built with a series of solid structures, restaurants, and landscapes for business purposes, event organization, and misuse of land.

Previously, at the end of November 2021, the People's Committee of Dong Anh district issued a decision on compulsory enforcement of remedial measures for violations at Vuon Xuan Ecological Area. The implementation period is 730 days from the date of receipt of the decision.

But until now, the deadline for implementing the above decision has passed, this ecological area still exists and operates normally.

According to Nguoi Dua Tin, the constructions serving business purposes still exist and operate normally before the enforcement decision of Dong Anh District People's Committee. Thus, the enforcement to implement remedial measures at the spring garden ecological area was not carried out in accordance with the provisions of law.

Previously in 2023, speaking with Nguoi Dua Tin, Ms. Le Thi Van Huyen - Chairman of Kim Chung Commune People's Committee said that she had repeatedly enforced violations at Vuon Xuan Eco-zone.

However, on March 20, 2024, in a further exchange with Nguoi Dua Tin, Chairman of Kim Chung Commune People's Committee Le Thi Van Huyen admitted that violations at Vuon Xuan Eco-zone still existed and had been included in the list of existing violations that must be completely resolved in 2024.

According to the Chairman of the People's Committee of Kim Chung commune, it is impossible to enforce at once, everything must have a process.

“Dong Anh District is transforming into an urban area, so with the remaining violations, a plan must be developed to handle them, sooner or later. For this spring garden, the unit has also developed a plan to handle the request for correction this year and is implementing the steps according to the process. This year, it will be forced to dismantle it,” said Ms. Le Thi Van Huyen.

Faced with the reality that construction order violations are still blatantly operating in the area, public opinion is concerned about whether the local government has fulfilled its duties and whether or not it is "turning a blind eye" to these violations blatantly existing?

This question really needs to be answered publicly by the People's Committee of Dong Anh district. Nguoi Dua Tin will continue to inform the public.
