Deploying the plan to apply information technology and digital transformation by 2025

(BTV) On the morning of December 20, the Provincial People's Committee held a Conference to deploy the plan to apply IT and digital transformation in Bac Ninh province in 2025; promote the implementation of Electronic Health Book and issuance of Judicial Records via VNeID application. Comrade Vuong Quoc Tuan, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 provinces chaired the Conference. Also attending were Colonel Bui Duy Hung, Member of the Provincial Party Committee Standing Committee, Director of the Provincial Police Department, leaders of a number of relevant departments and branches.

The general objective of the Plan for information technology application and digital transformation of Bac Ninh province in 2025 is: Completing the e-Government platform to improve the effectiveness and efficiency of the state administrative apparatus and the quality of service for people and businesses; developing e-Government based on data and open data towards digital government, digital economy and digital society; ensuring network information security. Closely linking and synchronizing IT application with administrative reform, innovating working methods and styles, taking people and businesses as the center of service; improving the quality of providing and handling administrative procedures in the electronic environment. Building and developing digital infrastructure as the foundation for deploying IT application and digital transformation; promoting digital transformation in industries and fields. Improving scores, maintaining and improving the ranking position of Bac Ninh province in indicators related to information technology application, digital transformation and administrative reform. According to the Plan, departments, branches and units will implement 42 tasks and projects, including 19 newly implemented tasks and projects and 23 transitional tasks and projects.

Based on the discussion of the delegates, Chairman of the Provincial People's Committee Vuong Quoc Tuan acknowledged the effectiveness of IT application and digital transformation results in the province in recent times. However, departments, branches and localities have not yet realized the idea to create a breakthrough in digital transformation. Therefore, in 2025, the entire political system and each officer performing the task must unify their will and actions, determine a more responsible and effective working attitude, and be determined to create a breakthrough in digital transformation. The Chairman of the Provincial People's Committee requested relevant departments and branches to speed up the progress and effectiveness of implementing 42 tasks and projects on IT application and digital transformation that have been set out. The Department of Information and Communications advised on the establishment of a Standing Team to urge the implementation of digital transformation tasks; departments, branches and localities focus on administrative reform, especially in areas directly related to serving people and businesses.

Regarding specific tasks, the Chairman of the Provincial People's Committee assigned relevant departments, branches and units to coordinate to achieve the highest efficiency in implementing the Electronic Health Book, data connection between the Provincial General Hospital and Bach Mai Hospital, connection between the district and provincial levels; promoting the issuance of Judicial Records via VNEID to become a national model; focusing on removing bottlenecks with complicated administrative procedures. He requested that by December 26, all departments and branches must complete detailed plans with specific contents... After the departments and branches complete 42 tasks and projects in the Plan for Information Technology Application and Digital Transformation of Bac Ninh Province in 2025, the Department of Information and Communications will develop an overall scenario, comprehensively assessing the picture of digital transformation effectiveness; the Department of Information and Communications must develop software to monitor and evaluate the work of departments, branches and localities. Departments, branches and localities must improve the efficiency and effectiveness of administrative procedure settlement; do not let files expire, except in complicated cases that require consultation from many branches and fields; from January 1, 2025, all files will only be received and settled online; increase human resources, equipment systems, and promote propaganda so that all people and businesses form the habit of settling procedures online...

Affirming that digitalization is decisive for the digital transformation process, the Chairman of the Provincial People's Committee requested the Department of Information and Communications to develop a comprehensive digitalization implementation plan, especially related to land, construction, justice, health, education, etc. with specific responsibilities of each sector.

With the expectation of building Bac Ninh into a national model of electronic medical records, the Chairman of the Provincial People's Committee commended the pioneering spirit in implementing electronic medical records of the Obstetrics and Pediatrics Hospital, Yen Phong District Medical Center and the Provincial General Hospital, requiring that by April 15, 2025 at the latest, all remaining medical facilities must complete electronic medical records... The Provincial Social Insurance continues to review subjects without health insurance cards in the province to advise on policies and solutions to further improve the health insurance coverage rate. The Department of Justice closely coordinates with the Provincial Police in cleaning data and synchronizing cleaned data...
