Investing 9 billion in vocational training center, using it for a few years then closing it down
On May 20, at the Vocational Training Center for the Disabled in Cuong Gian Commune (Nghi Xuan District, Ha Tinh ), the scene was extremely shabby, the infrastructure degraded due to long-term abandonment.
The Vocational Training Center for the Disabled in Cuong Gian Commune was built in 2012 on an area of 1 hectare, with a capital of 9 billion VND invested by the Center for Social Work - VocationalEducation for the Disabled (formerly the Department of Labor, War Invalids and Social Affairs of Ha Tinh).
In 2015, the center was completed and put into operation, but only two years later the center temporarily stopped operating until now.
The main gate leading to the center was closed. Inside were two rows of houses, a two-story house with 14 rooms and a row of 10-room single-story houses that had not been used for a long time and were seriously degraded, with patchy paint on the walls, broken glass doors, and peeling and damaged floor tiles.
The campus of the Vocational Training Center for the Disabled is overgrown with weeds. Due to being abandoned for a long time, some people have taken advantage of the paths in this center to dry shrimp, causing a very unpleasant smell.

Mr. Nguyen Ngoc Chinh (52 years old, living in Song Nam village, house about 200m from the center) said that more than 10 years ago, the vocational training center for the disabled was built. After completion, the center was put into operation for about 2 years and then abandoned.
“During the COVID-19 outbreak, the local government used this center to quarantine infected people. Since then, the center has not been in operation. Occasionally, only a few convoys come to check,” said Mr. Chinh.
According to Song Nam residents, the Vocational Training Center for the Disabled was invested in on a large scale and systematically with a very meaningful purpose of providing vocational training for the disabled. However, after being in operation for a while, the number of students gradually decreased, the center was not effective, so it was temporarily closed for many years, causing a waste of investment resources.

Return the project to the locality
Mr. Dinh Cong Trang - Vice Chairman of the People's Committee of Cuong Gian Commune, Nghi Xuan District - said that the vocational training center for the disabled located in the area has not been used for a long time, so it has degraded and the facilities are damaged.
At the meetings of the People's Council of the commune, people always reflect and hope that relevant units have a solution to avoid wasting infrastructure and facilities.

Mr. Thai Ngoc Lam - Director of the Center for Social Work - Vocational Education for the Disabled - said that the project of the Vocational Training Center for the Disabled in Cuong Gian commune is divided into 2 phases, phase 1 is to build infrastructure for training and practice with an investment of 9 billion VND, phase 2 is to build a farming and livestock area on an area of 67 hectares.
The project aims to train and create jobs for people with disabilities, helping them find stable jobs. However, when the project began operating, it encountered many financial difficulties, so vocational training activities at the center had to be temporarily suspended.
"Because the center is not operating, it has caused a waste of investment resources, so recently the unit has sent a document to the People's Committee of Ha Tinh province to return the project, facilities, and land to local management and currently the relevant departments are carrying out the relevant procedures" - Mr. Lam said.
