Before the August 1 deadline, more and more businesses in Bien Hoa 1 Industrial Park have committed to relocate and return the land to the State.

High consensus from businesses is a key factor for Dong Nai province to realize the goal of transforming the oldest industrial park in the country into a modern urban area, associated with environmental improvement.

Complete compensation and support plan

To implement the Project of Converting Bien Hoa 1 Industrial Park into an urban - commercial - service area and improving the environment, the province needs to reclaim about 329 hectares of land currently used by households, individuals and enterprises. Up to now, the People's Committee of Tran Bien Ward has completed the recovery of almost all land areas managed by households. For the land areas currently used by enterprises, most of them have compensation and support plans, including plans that have been finalized for approval.

According to the Provincial Land Fund Development Center, compensation and support plans are developed, appraised, consulted, explained and approved in accordance with legal regulations, ensuring the legitimate rights of enterprises. For plans with different opinions, the center has coordinated with relevant units to organize direct dialogues to help enterprises understand clearly and agree with the province's policy.

On the local side, Mr. Pham Duc Hoang, Vice Chairman of Tran Bien Ward People's Committee, said: Since the beginning of July 2025, the locality has actively mobilized and thoroughly resolved people's policy recommendations. Thanks to that, almost all of the people's assets in the priority area have been relocated, with the goal of completing 100% of the site by July 31. For the remaining area, the ward is urgently implementing to ensure that by August 31, the site clearance of all 355 households is completed.

In parallel with the two units assigned the main tasks mentioned above, the Special Task Force for Relocating Bien Hoa 1 Industrial Park of the Provincial People's Committee has planned and is organizing the relocation work in the field. The goal is to have enough clean land in the priority area before August 1 for the province to start the Political - Administrative Center Project and organize land auctions.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that the final deadline for handing over the site in the priority area is before August 1. In case the process has been completed, the plan has been approved, and dialogues have been held but the enterprise still does not comply, the province will consider applying measures to reclaim the land according to the provisions of law.

According to the provincial People's Committee leader, the policy of relocating Bien Hoa 1 Industrial Park was established many years ago. At present, this is not only an important political task but also an urgent one to improve the environment, promote urban and socio -economic development of the province. Therefore, receiving consensus and high support from the people and businesses is a key factor for the project to be effectively implemented.

Accompanying and supporting businesses to relocate with peace of mind

After the campaigns to disseminate the policy and organize dialogues, the number of enterprises committed to relocating on time has increased significantly. Many enterprises not only signed the agreement but also promptly dismantled their assets to soon return the premises to the State.

Mr. Ngo Tien Tho, General Director of VICASA - VNSTEEL Steel Joint Stock Company shared: “We completely agree with the province's policy of converting the function of Bien Hoa 1 Industrial Park. The enterprise has proactively stopped operations, terminated contracts with factory tenants and requested partners to quickly relocate to hand over the premises. This is not only a responsibility but also demonstrates goodwill to cooperate and accompany the locality”.

Mr. Phan Nho Hao, Deputy Director of Thai Yen Production - Trade and Service Company Limited, said: The company has rented land in Bien Hoa 1 Industrial Park to provide container storage services, including many containers of foreign shipping lines. Due to strict requirements on storage locations, the company only found a suitable replacement location on July 20. Since July 21, the company has begun to move about 500 containers out of the Industrial Park.

“We are working day and night to clear the site as soon as possible. However, due to the impact of storms, traffic jams, and few ships coming to pick up goods, the completion of the cleared site may be extended by a few more days,” Mr. Hao shared.

According to Mr. Chu Tien Dung, Deputy Director of the Provincial Land Fund Development Center, most businesses have shown their agreement with the province's conversion policy. This is a positive signal, the center will continue to coordinate with agencies, departments and branches to support businesses to feel secure in relocating and handing over on time, avoiding unwanted enforcement.

After a dialogue with nearly 30 enterprises renting factories at Bien Hoa 1 Industrial Park on July 24, Mr. Nguyen Quoc An, Deputy Head of the Management Board of Dong Nai Industrial Parks and Economic Zones, assessed that up to now, most enterprises have shown high consensus with the policy of converting the function of Bien Hoa 1 Industrial Park into a civilized and modern urban area, while contributing to environmental protection. The leasing enterprises and enterprises renting factories have agreed to terminate the contract and are urgently relocating assets to hand over the premises to the State.

In fact, initially, many businesses were concerned that the relocation would affect their production, business activities and workers. However, after the authorities communicated and explained the policy clearly as well as supported the introduction of a new location, concerns were gradually resolved. This is an important factor ensuring the progress and success of the project to convert the function of this long-standing industrial park.
