Strengthening the leadership of provincial departments and branches in communes
Regarding the establishment of Party committees of communes, wards, and special zones (new commune level) after the merger and arrangement of commune-level administrative units, the Central Organizing Committee requests the current Standing Committees of provincial and municipal Party Committees directly under the Central Committee to direct the development of a project to end the activities of the old district-level and commune-level Party committees; and to establish new commune-level Party committees. The completion time is synchronized with the merger and arrangement of commune-level administrative units, before May 15.
The Central Organizing Committee noted that the time of termination of the activities of the old Party Committees must be synchronized with the time of establishment and operation of the new commune-level Party Committees. The content of the project must closely follow the Party Charter, the viewpoints, principles, and directions of the Central Committee, clearly stating the functions, tasks, organizational structure, supporting staff agencies, Party organizations, affiliated public service units (if any)... The process of implementing the project must ensure principles and regulations.
According to the Central Organizing Committee, after approving the project, provincial and municipal Party Committees will deploy and complete three contents in sync with the merger and arrangement of commune-level administrative units (from July 1 to August 15).
One is to implement the decisions of the provincial and municipal Party Committees on the establishment of commune-level Party Committees, appointing executive committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen and deputy chairmen of inspection committees of commune-level Party Committees for the 2025-2030 term.
Second, based on the approved project and decision of the competent authority, the Standing Committee of the provincial Party Committee and the commune-level Party Committee, according to their functions, tasks, and authority, shall lead, direct, and implement the establishment of advisory and support agencies and public service units of the commune-level Party Committee.
Accordingly, the Party Committee of the commune and ward is allowed to establish 3 specialized advisory and support agencies, including: Office, Party building committee, and Party committee inspection committee.
The Party Committee of the commune or ward where the district-level political center is located is now allowed to establish an additional political center as a public service unit of the Party Committee.
The special zone Party Committee is the direct superior Party Committee of the grassroots Party organization and is allowed to establish up to 4 advisory and support agencies, including: Office, Organizing Committee, Propaganda and Mass Mobilization Committee, Inspection Committee, and Political Center, which is the Party Committee's public service unit.
Third, the provincial and municipal Party Committees lead, direct, arrange and assign leaders, managers, civil servants, public employees and staff of advisory and support agencies to the commune-level Party Committees in the direction of basically arranging current district- and commune-level officials, civil servants, public employees and staff to the commune level and increasing a number of leaders and managers at the provincial-level departments, agencies and branches to the commune level (if necessary) .
Based on the direction of the provincial and municipal Party Committees and the functions, tasks, and organizational structure of the commune-level Party Committees and the advisory and support agencies for the commune-level Party Committees, the commune-level Party Committees receive, assign, and arrange cadres, civil servants, public employees, and staff at the commune level according to regulations. The completion time is synchronized with the consolidation and arrangement of commune-level administrative units, before July 1.
The commune-level Party Committee has about 15-17 positions.
Regarding the staffing of leaders, civil servants, and public employees of specialized advisory and support agencies and public service units of the Party Committee at the commune level (new), the Central Organization Committee has set a target of about 15-17 staffing levels, and in places with political centers, no more than 20 staffing levels will be arranged.
In the immediate future, more staff can be arranged (including existing district and commune Party officials and some provincial-level officials and civil servants). After completing the job position, after a maximum of 5 years, it must be implemented in accordance with the regulations of the competent authority.
For commune-level administrative units that remain unchanged and are not merged, the Central Organizing Committee requests that the leadership agencies comply with Directive 45 of the Politburo; arrange staffing for advisory agencies in accordance with requirements and actual situations, ensuring general balance in the political system at the same level.
For the leadership positions of the Party Committee at the commune level, it is necessary to consider and arrange cadres with sufficient qualities and capacity to meet the general work requirements. At the same time, in the following order: Standing Committee, Standing Committee member, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, current district-level Party Committee member...; strengthen a number of leaders and managers at the provincial level (if necessary) .
For commune-level administrative units with adjusted boundaries, in addition to the above contents, the Central Organizing Committee requests the Standing Committee of the provincial Party Committee to lead and direct the transfer and reception of Party organizations and Party members between commune-level Party Committees according to the guidance of the Secretariat.
Units shall report to the Central Organizing Committee the results of the organizational arrangement and the assignment of commune-level cadres and civil servants before August 15.
