At the meeting, Mr. Duong Ngoc Hai welcomed the delegation to visit and work in Ho Chi Minh City. According to him, Ambassadors and Heads of Vietnamese Representative Offices abroad play an important role in bringing the image of Ho Chi Minh City closer to international friends.
In the coming time, the Standing Vice Chairman of the Ho Chi Minh City People's Committee hopes that Ambassadors and Heads of Vietnamese Representative Offices abroad will continue to support the City in foreign affairs activities and improve the effectiveness of cooperation with international partners.
Specifically: Support Ho Chi Minh City in implementing economic diplomacy, advising on developments and development trends of the economy and science and technology. At the same time, support cultural diplomacy activities of Ho Chi Minh City abroad, promote cooperation between the city and foreign localities, promote people-to-people diplomacy and work with Vietnamese people abroad...
Mr. Duong Ngoc Hai also acknowledged and highly appreciated the proposals of the Ambassadors and Heads of Vietnamese Representative Offices abroad and affirmed that there will be specific "orders" in accordance with the three-year term of the Ambassadors and Heads of Representative Offices.

On behalf of the members of the delegation of Heads of Vietnamese Representative Offices Abroad appointed in 2024, Deputy Minister Do Hung Viet congratulated Ho Chi Minh City on its outstanding socio-economic achievements in recent times. In October and the first 10 months of 2024, the city's socio-economic situation continued to have positive changes.
"With the determination stated in the 60-day and night peak emulation plan 'Determination to accelerate, double productivity' just issued by the Ho Chi Minh City People's Committee on October 31, we believe that the city will end 2024 achieving the target growth rate of 7 to 7.5%.
Ho Chi Minh City will continue to play the role of a driving force and locomotive of the Southern key economic region and the whole country; a major 'center' of Vietnam in terms of economics, finance, science - technology, innovation, education - training; an important 'gateway' connecting with the region and the world," Deputy Minister Do Hung Viet expressed.
According to Deputy Minister Do Hung Viet, the delegation of Heads of Missions appointed in 2024 includes 20 Ambassadors and 6 Consuls General, in charge of 48 countries and consular areas in all regions of Asia, Europe, America, Australia and the Middle East - Africa.
During the preparation for departure to take up the mission, the delegation of Heads of Missions attended a training course to update skills and knowledge for Heads of Missions organized by the Ministry of Foreign Affairs.

Currently, the Ministry of Foreign Affairs has been arranging activities for the delegation to visit senior leaders, work with ministries/departments/sectors, the business community and localities. And Ho Chi Minh City is the first locality that the delegation will visit and work.
"This working session is an opportunity to understand the socio-economic situation, potentials and strengths of the city, and at the same time record and grasp the needs, desires, proposals, recommendations and specific 'orders' of the City for the Heads of the Provincial Party Committees. From there, we have a basis to build an action plan for the upcoming working term", Deputy Minister Hung Viet emphasized.
The Deputy Minister added that implementing the foreign policy of the 13th National Party Congress, the Ministry of Foreign Affairs determined to play a pioneering role in creating and maintaining a peaceful and stable environment, firmly protecting sovereignty and territorial integrity, maximizing external resources for socio-economic development as an important and regular task, economic diplomacy in service of development is a central task, further enhancing the country's position and prestige along with implementing cultural diplomacy, other tasks such as work with overseas Vietnamese, foreign information, citizen protection, and training are important tasks of the entire sector.

"With local foreign affairs, the leaders of the Ministry of Foreign Affairs always adhere to the motto of 'taking people, localities and businesses as the center of service', putting national interests above all. Wherever Vietnamese businesses and citizens are, Vietnam's interests are there and the supreme task of our representative offices abroad is to protect national interests," the Deputy Minister affirmed.

The seminar aims to learn and grasp the situation and needs for cooperation and international integration of southern localities before the Heads of Vietnamese Representative Offices Abroad for the 2024-2027 term depart for their duties.
Speaking at the seminar, Deputy Minister Do Hung Viet said that the Southern region includes 19 localities located in the Southern Key Economic Zone and the Mekong Delta Key Economic Zone.
In particular, the Southeast region has a particularly important strategic position in terms of politics, economics, culture, society, national defense, security and foreign affairs of the whole country, and is the center of economics, finance, trade, services, science and technology, innovation, digital transformation, etc.
The Mekong Delta provinces, with their strengths in agriculture, trade, services, production, seafood processing, etc., play a key role in ensuring national food security, contributing a large proportion to Vietnam's agricultural and aquatic product exports.

The Ministry of Foreign Affairs identifies the network of 94 overseas representative offices as bridges between the country and localities in the areas. In addition to the task of promoting diplomatic and political relations, one of the important tasks that the Heads of the Representative Offices must carry out is diplomatic work to serve development and promote economic, trade and investment cooperation between Vietnam and other countries.
"Taking on the responsibility of representing Vietnam in the locality, we are committed to putting national interests first in all our activities. Wherever Vietnamese businesses and citizens are, Vietnam's interests are there, and the supreme task of our representative offices abroad is to protect national interests," Deputy Minister Do Hung Viet affirmed.

Concluding the Seminar, Deputy Minister Do Hung Viet emphasized: "With the role of supporting localities to introduce and promote their potential and advantages to international friends, after the Seminar, we request that Ambassadors and Consuls General pay attention to the suggestions and requests raised by local representatives, and pay attention to connecting immediately when meeting suitable partners and opportunities.
At the same time, I also request that relevant agencies of the localities present here promote a proactive spirit, maintain regular contact and closely coordinate with the heads of representative agencies in implementing local foreign affairs work in the coming time."
The Deputy Minister said that the leaders of the Ministry of Foreign Affairs always thoroughly instill in each diplomatic officer and staff, especially Ambassadors, Consuls General, officers and staff working at diplomatic missions abroad, the highest spirit of service, promoting the pioneering role of foreign affairs in the new development stage of the country.
"The Ministry of Foreign Affairs and Vietnamese representative missions abroad will continue to accompany and better fulfill their roles and responsibilities to connect localities in the southern region with partners around the world," said Deputy Minister Do Hung Viet.
