Pham Ngoc Thach University of Medicine commits to keeping 100% of the rights of Vietnamese-German medical students

The suspension of the training cooperation program is an international and unexpected incident. Pham Ngoc Thach University of Medicine is making efforts to implement alternative solutions and is committed to maintaining 100% of the original rights of students.

3 options in order of priority for Vietnamese-German medical students

The Vietnamese-German Faculty of Medicine, Pham Ngoc Thach University of Medicine, has just announced the conclusion of the discussion on October 22 between the school, faculty, families and students of the 2023 and 2024 classes.

Accordingly, Johannes Gutenberg University Mainz (JGU - Federal Republic of Germany) has announced to stop the cooperation program after 2027 due to changes in the policy of providing national exam questions for the M1 and M2 transition exams from the German National Institute for Medical and Pharmaceutical Testing (IMPP), through a discussion on October 22, 2025 between the school, the Vietnam-Germany Faculty of Medicine and parents of students of related courses.

Accordingly, the school affirmed that all Vietnamese-German medical students of classes 2023 and 2024 will be supported to complete their medical doctor training program.

The reasons for the suspension of the cooperation program, the school's conclusion stated, were that the German National Institute for Medical and Pharmaceutical Testing (IMPP) - the independent agency providing exam questions for the M1 and M2 transition exams - had changed its policy on stopping the provision of exam questions outside of Germany from December 31, 2027.

The above policy change of IMPP has disrupted the organization of M1 and M2 exams for students of the Vietnamese-German Faculty of Medicine, leading to the Mainz Medical Center of Johannes Gutenberg University (Germany) being forced to stop the cooperation program with Pham Ngoc Thach University of Medicine from class 2025. However, students of classes 2023 and 2024 are still arranged by the school to continue studying, without being forced to stop or cancel the registered training program.

The dialogue also agreed on solutions based on discussions between relevant parties including: Pham Ngoc Thach University of Medicine, Vietnamese-German Faculty of Medicine, Professor, Doctor, Doctor Reinhard Urban (Representative of Mainz Medical Center, JGU University) with parents and students of courses 2023 and 2024.

Specifically as follows:

The school's announcement also stated that these options have begun to be resolved since the end of October 2025.

Students will still have a path to sixth-year clinical practice in Germany.

In particular, the conclusion of Pham Ngoc Thach University of Medicine stated its commitment to "not change the training program or training time of Vietnamese-German medical students in classes 2023 and 2024. These students will continue to study the Vietnamese-German medical program according to the course they were admitted to the Vietnamese-German Faculty of Medicine. The school will accompany them until students in the classes complete the M2 and M3 exams, within the legal framework".

In addition, the school will promptly and transparently notify parents and students of relevant courses in writing when there is new information about the results of the solutions. Any costs incurred (if any) during the implementation of the solutions will be calculated and publicly announced.

At the same time, Professor, Doctor, Doctor Reinhard Urban also affirmed that students of the 2023 and 2024 courses will still have a path to sixth-year clinical practice in Germany, but the implementation method may be different," the announcement concluded the discussion of the Vietnam-Germany Faculty of Medicine, Pham Ngoc Thach University of Medicine.
