From 2025: Candidates take high school graduation exam with 2 compulsory subjects and 2 elective subjects

The Ministry of Education and Training issued a decision approving the plan to organize exams and consider recognizing high school graduation from 2025.

Accordingly, candidates must take 2 compulsory subjects, including: Literature, Math and 2 elective subjects from the remaining subjects studied in grade 12, including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology.

In which, Literature subject is tested in essay form, the remaining subjects are tested in multiple choice form.

The exam is organized nationwide with the same questions, same exam sessions, and same time according to regulations of the Ministryof Education and Training.

Graduation method: Combination of learning process and exam results

Regarding the graduation recognition method, the Ministry of Education and Training stipulates: Combining the results of the process assessment and the graduation exam results in a ratio suitable to the implementation roadmap of the 2018 General Education Program.

The Ministry of Education and Training is responsible for general direction, issuance of directives, instructions, and plans for organizing the exam; guiding and organizing the inspection, examination, and supervision of the exam. The People's Committees of provinces and centrally-run cities are responsible for directing the implementation and taking full responsibility for the exam in their localities.

This exam plan will be implemented from 2025. During the period from 2025 to 2030, the exam will maintain the paper-based exam method.

Moving towards high school graduation exams on computers after 2030

After 2030, the Ministry of Education and Training will gradually pilot computer-based testing for multiple-choice subjects in qualified localities (can combine paper-based testing and computer-based testing).

When all localities nationwide have sufficient conditions, they will switch to organizing high school graduation exams on computers for multiple-choice subjects.

The purpose of organizing the high school graduation exam is to accurately assess the learning outcomes of learners according to the goals and standards required by the 2018 General Education Program; to use the exam results to consider recognizing high school graduation and to serve as one of the bases for assessing the quality of teaching and learning of general education institutions and the direction of education management agencies; to provide reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.
