
The Ministry of Education and Training has just officially issued Circular No. 19/2025/TT-BGDDT regulating rewards and discipline for students. This Circular replaces Circular No. 08/TT on rewards and discipline for students which was issued in 1988, 37 years ago, when the Ministry of Education and Training was still called the Ministry of Education.
Effective for 37 years, Circular 08 is considered the "oldest" circular of the Ministry of Education and Training, although amendments to Circular 08 have been proposed by schools and localities for decades.
After nearly 40 years, Circular 19 has almost completely changed the student discipline forms of Circular 08, which were already outdated.
Circular 19 sets out principles for student discipline that must be respectful, tolerant, objective, and without prejudice, ensuring the right to participate and the interests of students in related issues; ensuring suitability to the psychological characteristics, gender, physical condition, family circumstances, and regional cultural characteristics of each student.
Circular 19 stipulates that disciplinary measures that are violent, insulting to the dignity and honor, and affect the physical and mental health of students must not be used.
Circular 19 stipulates that the highest form of discipline is requiring a written self-criticism, along with warnings and criticisms. For primary school students, only two forms of discipline are applied: warnings and requests for an apology.
Accordingly, all forms of discipline previously prescribed in Circular 08 have been officially abolished. Circular 08 stipulates 5 forms of discipline including: reprimand in front of the class, reprimand before the school disciplinary council, warning in front of the whole school, expulsion for one week and the highest form is expulsion for one year.
In addition to disciplinary measures, Circular 19 also regulates activities to support students in correcting their violations, such as advising, encouraging, monitoring, consulting, requiring students to participate in social work in schools, coordinating with families to support students in changing their perceptions and adjusting their behavior, etc.
Circular 19 takes effect from October 31.
