Circular 19 on regulations on rewards and discipline for students of the Ministry of Education and Training issued on September 15 will officially take effect from today (October 31).
This Circular replaces Circular 08 issued in 1988, 37 years ago.
Circular 19 provides forms of commendation including: Commendation in front of the class, commendation in front of the whole school, certificate of merit from the principal, letter of commendation and other forms of commendation and rewards.

In particular, regarding disciplinary forms, all 5 disciplinary forms of Circular 08 including: Reprimand in front of the class, reprimand before the school disciplinary council, warning in front of the whole school, expulsion for one week and the highest form of expulsion for one year are all abolished.
Circular 19 stipulates that the highest form of discipline for students is requiring them to write a self-criticism, along with warnings and criticisms. For primary school students, only two forms of discipline are applied: warnings and requests for an apology.
The content of Circular 19 emphasizes that the purpose of discipline is to prevent, stop and handle violations of students; at the same time, educate and help students to self-aware of violations; voluntarily adjust their behavior, overcome consequences, voluntarily cultivate and practice to progress and form disciplined habits and lifestyles.
Discipline is based on several principles: Ensuring students' initiative and positivity in performing their duties and rights; maintaining discipline and order in school.
Respectful, tolerant, objective, unprejudiced, ensuring students' rights to participate and benefits in related issues.
Ensure suitability to the psychological, gender, physical, family circumstances and regional cultural characteristics of each student.
Do not use disciplinary measures that are violent, insulting to the dignity and honor, or affect the physical and mental health of students.
In particular, the Circular also outlines activities to support students in correcting their violations, such as advising and encouraging them to self-aware and find ways to correct their behavior; monitoring, advising, and supporting students who violate during the correction process.
Require students to participate in a number of activities related to school counseling, school social work, skills education and other appropriate activities decided by the school to change perceptions, adjust behavior, and overcome the consequences of violations.
Coordinate with students' families and other forces to advise, manage, and support students in changing their perceptions, adjusting their behavior, overcoming the consequences of violations, and other support activities.
