The General Secretary has not only thoroughly grasped the content of the resolutions, but also guided development thinking with a systematic strategic vision. By placing Resolutions 66 and 68 in an organic relationship with the two previous Resolutions - No. 57 on science , technology, innovation and digital transformation; No. 59 on international integration - the General Secretary has formed an ideological whole that he calls the "four pillars". That is the ideological foundation for a new development model of Vietnam in the context of rapid, broad and profound changes of the times.

It is worth noting that the development thinking in the General Secretary’s speech has many breakthroughs. First of all, there is a fundamental change in the institutional approach: from the traditional administrative management model to the model of a creative and serving rule-of-law State. In which, the law is not only for control but also a tool to stimulate development, encourage creativity and protect the right to freedom of business.

Another breakthrough is the affirmation of the central role of the private economic sector as an important driving force of the national economy. This is no longer an encouraging affirmation but a strategic choice - demonstrating a consistent, transparent and modern development mindset. Officially placing the private economy in the "pillar" position will create greater development space for this sector, while at the same time unlocking resources in society.

The General Secretary also emphasized the role of proactive, comprehensive and substantive international integration. In the context of increasingly fierce strategic competition, integration is no longer an option, but a mandatory condition to enhance national strength and competitiveness. Vietnam can only reach new heights if it simultaneously improves internal productivity and deeply integrates into the global value chain.

The high consensus between the Party, the National Assembly and the Government was also a highlight of the Conference. In the speech of Prime Minister Pham Minh Chinh, the commitment to institutional reform to unleash the driving force for the private economy was strongly expressed. In the speech of National Assembly Chairman Tran Thanh Man, the determination to improve the quality of law-making and establish a transparent, stable and feasible legal system was placed at the top.
