The event attracted a large number of experts, scientists , managers, and practitioners in the field of culture and arts to attend, exchange, and contribute ideas to perfect the Draft Document, aiming to realize the Party's vision of comprehensive and sustainable development of Vietnamese culture and people in the new era.

Concretize policies and guidelines with clear and transparent actions
In his opening speech at the conference, Mr. Hoang Ha - Editor-in-Chief of the Culture and Arts Magazine said that the Organizing Committee had received 21 presentations from experts, scientists, and experienced cultural practitioners in fields related to culture and development.
The presentations focused on 5 key topics: The role and position of culture - "Regulatory system" on par with politics , economics and society.
Institutionalizing the value system - national value system, cultural value system, family value system, human standards.
Cultural economy and digital transformation – Cultural industry, digital culture, soft power.
Heritage economics and conservation – Linking heritage with sustainable economic development.
Cultural and artistic human resources – Training and team development.
The Organizing Committee requested that delegates focus on discussing and clarifying the new contents in the Draft Document, such as the concept of "regulatory system" (culture becomes a leading, regulating and orienting factor for social life) and how to resolve the relationship between "cultural regulation" and "legal adjustment" to build a civilized and sustainably developed society.

The Ministry of Culture, Sports and Tourism proposed to promote propaganda activities for the 14th National Congress of the Party.
The workshop also spent time clarifying the connotation of the system of national values - culture - family - human standards, and at the same time proposed specific solutions so that these values penetrate deeply into social life, become daily behavioral standards, contributing to building an advanced Vietnamese culture with strong national identity.
With 21 presentations, the Conference focused on key issues such as:
Mechanism for transforming soft power into national competitiveness: proposing breakthrough solutions to turn the cultural industry into a spearhead economic sector, capable of competing internationally in fields such as cinema, music, design, and cultural tourism.
Heritage economic development: finding solutions for the harmonious relationship between conservation and development, towards advanced governance models, applying digital transformation.

Solutions for cultural and artistic human resources: overcoming the human resource crisis in specialized art training, building policies to treat and promote talented artists, especially at the grassroots level.
The workshop aims to synthesize the opinions of experts, researchers, scientists and managers to report to the Ministry of Culture, Sports and Tourism for consultation and recommendations to the Party and State in the process of completing the Draft Documents of the 14th National Congress, and at the same time develop a plan and action program to implement the Resolution of the Congress.
The goal is to realize the Party's strategic orientation, ensuring that culture truly becomes the spiritual foundation, endogenous resource, great driving force and regulatory system for the country's rapid and sustainable development.
Prof. Dr. Pham Duy Duc, former Director of the Institute of Culture and Development (Ho Chi Minh National Academy of Politics) affirmed that the Draft Action Program of the Central Executive Committee to implement the Resolution of the 14th National Congress demonstrates the Party's strong political determination, concretizing policies and guidelines with clear and transparent actions.

Professor Pham Duy Duc emphasized: In the field of culture and people, the Party emphasizes the task of perfecting the institution for developing Vietnamese culture and people, including promulgating a system of national, cultural, family values and standards for Vietnamese people, deeply integrating them into education, communication and grassroots cultural activities.
The draft also identifies five key tasks: Completing, promulgating and implementing the system of values and standards for Vietnamese people; Effectively implementing the National Target Program on culture; Building a breakthrough mechanism for the development of national culture and arts associated with cultural industry and entertainment industry; Promoting grassroots cultural movements, taking people as the main subjects; Building regional and international cultural and sports works, symbols of the Ho Chi Minh era.
From the new directions of the Draft, Associate Professor, Dr. Le Quy Duc proposed: In theory: Clarify the structure and relationship between the national value system - culture - family - people, forming a theoretical framework of modern Vietnamese value studies.
In practice: Build a Vietnamese Cultural Development Index to quantify policy effectiveness.
Regarding policy: Institutionalize innovations in the National Strategy on Cultural Development to 2030, linked with cultural industry, digital transformation and human development.
Regarding education and communication: Promote civic education, communicate values, arouse the aspiration to develop a prosperous and happy country, and spread Vietnam's soft power internationally.

Culture – the strategic soft power of the nation
Associate Professor, Dr. Nguyen Toan Thang said that the Draft Documents of the 14th Congress continue to affirm the viewpoint of "building and comprehensively developing Vietnamese culture and people" with deeper connotations.
He cited the strategic vision to 2045 - when Vietnam becomes a developed, high-income country, emphasizing that people are the center and subject of development, requiring the cultivation of noble cultural values.
The draft clearly states the requirements for comprehensive development of Vietnamese people in terms of ethics, intelligence, physical strength, aesthetics, life skills, and civic responsibility; at the same time, it promotes the pioneering role of intellectuals, artists, and businessmen.
A new highlight is the orientation to build a modern national education system and a lifelong learning society, considering it the foundation for comprehensive development of Vietnamese people in the new era.
Prof. Dr. Tu Thi Loan, former Acting Director of the Vietnam National Institute of Culture and Arts, commented: The new viewpoints in the Draft Documents of the 14th National Congress show an important step forward in the Party's theoretical thinking on culture - from considering culture as a spiritual foundation and endogenous resource, to clearly identifying culture as "strategic soft power", a key factor in enhancing the country's position and prestige in international integration.

Professor Tu Thi Loan emphasized the need to strongly develop the cultural industry, create unique cultural products and forms that have global influence; at the same time, proactively promote the image, cultural values and Vietnamese people to the world.
According to her, building and promoting the soft power of Vietnamese culture is not only a goal but also a way to affirm the mettle, intelligence and stature of the Vietnamese people in the new era. When culture becomes an endogenous resource and national soft power, Vietnam will have a solid foundation for rapid and sustainable development and affirm its positive position in the region and the world.
The workshop is not only a forum for academic exchange, but also an important preparatory step to concretize the Party's innovative thinking in the field of culture and people.
The new viewpoints presented in the Draft Documents of the 14th National Congress have shown a strategic vision: from considering culture as the spiritual foundation of society, to affirming culture as strategic soft power, elevating the position and mettle of the Vietnamese people in the era of integration.
When culture becomes an endogenous resource for development, Vietnam will have more motivation to move steadily on the path of building a prosperous and happy country.
