Cultural development has made a shift in awareness, achieving many outstanding results.

On the afternoon of October 29, continuing the discussion on socio-economics, many National Assembly deputies expressed their opinions focusing on the cultural field in general, including the issue of tourism development, the relationship between preserving and promoting the cultural heritage of ethnic communities; the relationship between tourism and culture and the issue of developing the cultural industry.

Delegates all appreciated, analyzed and clarified the results achieved from localities, practical perspectives to supplement and deepen the Government's report, and at the same time proposed additional groups of solutions in the fields of culture, tourism and communication.

Emphasizing that the development of cultural industry is one of the key tasks that the Government identified in the report that needs to be invested in as an important economic sector, contributing to preserving and promoting national cultural identity, promoting growth, creating jobs, expanding creative space and affirming Vietnam's position in the international arena, delegate Tran Thi Hong Thanh (Ninh Binh) proposed to promulgate the Law on Cultural Industry Development to "create a clear and synchronous legal framework" and build a healthy cultural market, clearly defining intellectual property rights, protecting the legitimate rights of authors and creators; preferential policies on investment, tax, land and digital transformation...

Participating in the discussion, delegate Nguyen Thi Yen (Ho Chi Minh City) emphasized that the press is an agency that carries out ideological and communication work, an agency that guides and guides public opinion; brings the Party's guidelines, resolutions, and State laws and policies into life in the fastest and most effective way. Journalists are soldiers on the ideological front, each pen, voice, and image is a sharp weapon in all fields.

However, according to the delegate, "in the past time, the press has not really received due attention". In this session of the National Assembly, the Press Law was amended, but it is a framework law, so the delegate suggested that the Government pay attention, create all conditions for investment in infrastructure and facilities, and at the same time train, foster, employ and have policies and salary regimes for the press and journalism team so that they can work with peace of mind.

Speaking to explain and clarify a number of contents discussed by National Assembly deputies related to state management of culture, tourism and communications, Minister Nguyen Van Hung expressed his joy that the cultural sector has received great attention from the Party and State and the people's support in 2025 as well as throughout the term.

Summarizing the development of culture, tourism, sports, press and media work under the Ministry's management, Minister Nguyen Van Hung emphasized: "Cultural work has made progress as mentioned in the Government's report. That is, there has been a change in both awareness and outstanding results. Tourism has also become a bright spot in the economic picture.

Our sports have also made their mark on the international arena. The press has just been transferred to the Ministry of Culture, Sports and Tourism, but it has also become a communication channel and a bridge between the Party, the State and the people. In general, it can be said that culture has become the foundation, sports is the strength, information is the channel, tourism is the connecting bridge. And that has been consistent in the leadership work."

Analyzing and clarifying the above developments, the Minister said that while previously culture was only perceived as a spiritual foundation, now: "We see more deeply that culture is an endogenous strength, a regulatory system for sustainable development and culture is closely linked to the economy." During that process, the Party has gradually improved both theoretically and practically.

This progress is also in line with Vietnam's proposal at the recent World Conference on Cultural Policy and Sustainable Development, which was recognized by UNESCO and submitted to the United Nations General Assembly on the need to implement the Decade of Culture for Sustainable Development.

Regarding tourism, the Minister said that Vietnam tourism has become a bright spot in the economic picture. Tourism associated with culture has become cultural tourism, becoming one of the fields of the cultural industry. Currently, the Ministry has publicly announced and is implementing 5 main tourism products that bring about efficiency, including: eco-tourism, sea and island tourism, community tourism, cultural tourism, and medical resort tourism.

The Minister affirmed that with the current approach, tourism will not only contribute 8% of GDP as reported by the Government but will also be "a spearhead economic sector" as determined in Resolution No. 08-NQ/TW of the Politburo on developing tourism into a spearhead economic sector.

According to the Minister, the guiding spirit in tourism development throughout is: tourism products must be unique, services must be professional, procedures must be simple, prices must be competitive... and destinations must be safe and civilized.

Regarding heritage relics, the Minister emphasized that the conversion of heritage is not just a place to store but must "turn it into an asset". The Minister cited Hanoi's creative approach with the Hoa Lo Prison relic, using scenes and art forms to attract tourists, or the Trang An Scenic Area (Ninh Binh) which has contributed a huge budget to the locality through tourism.

Regarding the cultural industry, Minister Nguyen Van Hung said that the Ministry of Culture, Sports and Tourism has submitted to the Prime Minister for consideration to adjust, supplement and re-issue a new strategy for developing the cultural industry.

The new strategy prioritizes areas where Vietnam has advantages to "take a shortcut", including: performing arts, cinema, cultural tourism and fashion design.

The cultural industry is built on three main pillars. The first is the creator, promoting the creative role of artists and the people as the main subjects. The second is the enterprise - the place where creative ideas are turned into products. The third is the role of the State in policy creation.

The Minister added that in the draft plan, the Government has proposed that the National Assembly summarize and propose to promulgate the Law on Cultural Industry in the direction of creating development for this industry.

According to Minister Nguyen Van Hung, the Politburo has assigned the Government and the Government has assigned the Ministry of Culture, Sports and Tourism to promptly submit to the Politburo a resolution on breakthrough solutions to revive and develop Vietnamese culture in the new era, helping culture become an endogenous strength and a regulatory system for sustainable development of the country.
