Today, in the heart of the elegant and graceful, civilized and heroic capital Hanoi , where the soul of the mountains and rivers has been preserved for thousands of years, I am very happy and honored to meet and exchange with typical national delegates in studying and following Ho Chi Minh's ideology, morality and style in 2023. First of all, on behalf of the Party and State leaders and with my personal feelings, I would like to send you my warm greetings, sincere greetings and best wishes.

Through the report of the Central Propaganda Department and the comments of some delegates, we are pleased to see that: In the past 5 years, every year the Central Propaganda Department has launched an emulation movement and organized voting and honoring typical collectives and individuals in studying and following Ho Chi Minh's ideology, morality and style in the capital Hanoi. In the previous 4 years, 102 typical delegates were honored, and this year, 2023, there were 67 typical examples. The typical examples come from all over the country, operating in different sectors, fields and localities, but they all have one thing in common: All have made a lot of efforts and have achieved many outstanding achievements in studying and following Ho Chi Minh's ideology, morality and style; Always closely united, persistently striving, overcoming all difficulties, upholding the spirit of innovation, creativity, daring to think, daring to speak, daring to do and daring to take responsibility for the common good. More than anyone else, the typical collectives and individuals honored and rewarded in 2023 present today are all beautiful flowers in the beautiful flower garden, filled with the fragrant colors of the heroic Vietnamese people, the glorious Party and the great Uncle Ho.
On this occasion, on behalf of the Party and State leaders, I would like to warmly congratulate, commend and thank you for your dedication and for that honor, pride and happiness.

During his lifetime, President Ho Chi Minh left our Party, our Nation, and our People an extremely precious legacy: Ho Chi Minh Thought, Ho Chi Minh's Ethics, Ho Chi Minh's Style, and Ho Chi Minh Era. In which, Ho Chi Minh's Thought, Ethics, and Style are a priceless treasure of revolutionary spirit that we - every generation of Vietnamese people today and tomorrow - must always strive to learn and follow, forever preserve and promote; consider it the crystallization of noble spiritual values, becoming the standard for building, reviving culture, and building Vietnamese people in the new era.
We all know that throughout his life, President Ho Chi Minh was always a shining example of ideology, morality, and style for everyone to follow and follow. That is the ideology of the Country, for the People, "Loyal to the Country, Filial to the People"; steadfastly and wisely fighting tirelessly against evil, for Independence and Freedom with the spirit of "Nothing is more precious than Independence and Freedom"; striving and sacrificing tirelessly for the Happiness of the People. That is pure morality, "putting public service first", whole-life devotion to the Fatherland, serving the People, not caring about fame and profit and staying outside the circle of fame and profit; being an exemplary symbol of "practicing what you say and what you do", being diligent, frugal, honest, upright, and impartial. That pure morality is reflected in every word and action: "Loving the people means saving; wasting is not loving the people; embezzlement and corruption are stealing from the people, are guilty towards the people and the country". The ideology, morality of being close to the people, loving the people, trusting the people, respecting and being polite to the people that he constantly practiced himself and required all of us to practice... is truly a bright gem. His simple, sincere, modest, democratic and exemplary style, his immense compassion, altruism to the point of forgetting himself, sacrificing, dedicating and incarnating himself into the people and his country... has truly become a cultural symbol - that is Ho Chi Minh culture - typical, crystallizing the culture of the nation and the times.
Our country and people of Vietnam, including more than 5 million party members, are proud and happy because Uncle Ho has led the way for us on the path of National Independence and Socialism; He has been a great inspiration for our people in the Ho Chi Minh era, giving each of us a belief in certain victory, a strong driving force for rapid and sustainable development; successfully building the Socialist Republic of Vietnam: Independence - Freedom - Happiness; rich people, strong country, democracy, fairness, civilization.
Our beloved Uncle Ho devoted his whole life to building new socialist people; painstakingly trained and nurtured a contingent of cadres and party members to be truly worthy of being loyal servants of the People in the spirit of "To build socialism, there must be socialist people". He always followed every example of good people and good deeds; advised us to use those examples to educate cadres, party members and the masses; considered it the best way to promote the revolutionary movement forward, to contribute to building the Party, the State, the Front and socio-political organizations in a clean, strong and comprehensive political system, worthy of the trust and love of the People. He once said "Every good person is a beautiful flower, our whole nation is a beautiful flower forest". In this intimate and touching meeting, each of us cannot help but be moved to remember Uncle Ho, think of him with respect and infinite gratitude for his immense merit. From our hearts, each person feels the sacred thing "thinking about Uncle Ho makes our hearts purer". We all share the same will, the same heart, the same belief, the same promise, the same oath and the determination to fulfill it to be forever worthy of Him:
"May we reach out forever with Him
"As strong as the Truong Son mountain range"!

For nearly 20 years, since 2006, our Party has had a policy of launching a widespread campaign throughout the Party, the entire people, and the entire army to study and follow Uncle Ho. From the practice of innovation, our awareness of Ho Chi Minh's ideology and legacy has become increasingly profound and complete. We not only see in Uncle Ho a shining example of morality and style, but also see the whole system, the integrity of values, vitality and significance of Ho Chi Minh's ideology, morality and style. We not only try to study hard to raise awareness, foster understanding of his life and career, but also strive to follow his instructions and advice in a simple, practical and effective style. He often reminds us that theory must be linked to practice, learning must go hand in hand with practice, saying must go hand in hand with doing; consistency between words and deeds, thoughts and actions. Following his instructions, we must combine studying with following; studying is the premise, the condition; following is practicing and applying creatively, actively and voluntarily; at the same time, promoting the role and responsibility of setting an example of cadres and party members, especially leaders, thereby encouraging all classes of people to strive to compete in building and developing the country, creating real and sustainable progress and development. Studying and following Uncle Ho, setting an example in studying and following Ho Chi Minh's ideology, morality and style is an important content, our main task; it is also a fundamental method to create widespread influence and social effects, bringing his ideology, morality and style into life. That is also the Party's major policy, once again affirmed in Conclusion No. 01-KL/TW, dated May 18, 2021 of the 13th Politburo.
Studying and following the example of cadres and party members in studying and following Ho Chi Minh's ideology, morality and lifestyle is a strategic, fundamental and long-term policy to build and rectify our Party to be truly clean and strong, worthy of being the leader and loyal servant of the people. Studying and following Ho Chi Minh's ideology, morality and lifestyle, each cadre and party member will become more correct and healthy in their perception and action; strive to improve revolutionary ethics, have the courage to fight, self-criticize, and wipe out individualism; be diligent, frugal, honest, impartial and selfless; directly contribute to building a clean and strong Party and political system in all aspects; enhance responsibility for the people, especially the responsibility to set an example of the leaders, so that our Party is truly "moral and civilized"; our State is truly "a State of the people, by the people, for the people"; so that the Front and mass organizations can truly be an environment of democracy, solidarity and mass mobilization, supporting and encouraging the People to uphold their role as masters, exercise their democratic rights and be truly masters. That is the profound purpose and the important strategic significance of studying and following Uncle Ho.
Studying and following Uncle Ho must always be innovated to become an intrinsic need of each person and the whole society; a cultural need full of humanity, creativity in the way of organizing education and propaganda, attractive enough to attract, appeal, and inspire each person, each family, each organization, group, agency, unit, at all levels, sectors, from the Central to the local and grassroots levels; from within the country to abroad, including the Vietnamese community studying, working, and living abroad.
For these reasons, for many years now, we have always been aware that studying and following Ho Chi Minh's ideology, morality and style is a lasting cultural and spiritual need, a beauty of the cultural values and lifestyle of our entire Party, people and army. Going beyond the scale of a campaign in 2006, up to now, studying and following Ho Chi Minh's ideology, morality and style has become a cultural need, a value in the spiritual life of each person, each organization, first of all in the political life of the Party. What becomes culture becomes profound, profound, sustainable and has a strong influence. Correct perception, creative action, and Ho Chi Minh's culture will transmit an important source of motivation for us to build a system of national values, a system of cultural values, a system of values of Vietnamese people in the Ho Chi Minh era, creating motivation for us to continue to promote the process of innovation and creativity; Proactively and actively integrate comprehensively and deeply into the international community; seize new opportunities and chances, overcome all challenges and risks to build the country to develop faster and more sustainably.

I earnestly hope and believe that the collectives and individuals who have the great honor of being honored this year will continue to strive, learn and practice regularly; preserve and promote the noble title that has been honored, spread the effects and influence of setting an example in society.
