Arbitrarily adjusting the planning and then selling, the project director embezzled more than 8 billion VND

On November 24, the Investigation Police Agency of Quang Nam Province Police said it was investigating the case of Nguyen Van Chuong (37 years old, residing in Ngu Hanh Son District, Da Nang City; Director of Singapore Urban Development Company Limited - Quang Nam Branch) for fraud and property appropriation.

Investigation results determined that the Ha My urban complex project (Dien Duong ward, Dien Ban town) was assigned by the People's Committee of Quang Nam province to Singapore Urban Development Company Limited as the investor.

The project was approved by the People's Committee of Quang Nam province with a detailed master plan for land use (1/500) as residential land divided into villa lots with an area of 29,655 m2 (equivalent to 88 lots). However, Nguyen Van Chuong arbitrarily adjusted the detailed plan 1/500 as residential land divided into adjacent lots with 233 lots.

On this basis, Nguyen Van Chuong, as Director of Singapore Urban Development Company Limited - Quang Nam Branch, signed a contract authorizing Dana Real Joint Stock Company to develop planning programs, sell land products of the Ha My urban complex project and appropriate money from customers who bought land at the project.

By the above tricks, Nguyen Van Chuong appropriated more than 8 billion VND from 9 victims.
