Attending the ceremony were representatives of the Border Guard Command of Tuyen Quang province, the Party Committee and government of Ha Giang 1 ward; officials and people of Cao Banh village and relatives of martyr Chang Van Guyen.

Comrade Chang Van Guyen was born on October 9, 2000, in Cao Banh village, Phuong Thien commune, Ha Giang city (now Cao Banh village, Ha Giang 1 ward, Tuyen Quang province). After graduating from high school, in February 2023, he volunteered to join the Border Guard force and trained at the Training - Mobile Battalion, Ha Giang Provincial Border Guard Command (now Tuyen Quang Provincial Border Guard Command). After that, he was transferred to Son Vi Border Guard Station. During his time working, he always strived, studied and trained to uphold his sense of responsibility, overcome difficulties, and completed his tasks well. He was trusted and loved by the Party Committee, commanders, officers and soldiers in the unit.

While performing his duties, he died on May 16, 2024.

The Border Guard Command of Tuyen Quang province presented gifts to the family of martyr Chang Van Guyen.

On June 27, 2025, the Prime Minister signed Decision No. 1380/QD-TTg on granting the Certificate of "Fatherland's Gratitude" to martyr Chang Van Guyen. At the ceremony, representatives of the Border Guard Command of Tuyen Quang province and the leaders of Ha Giang 1 ward expressed their deep gratitude to martyr Chang Van Guyen and his family; affirming that the awarding of the Certificate of "Fatherland's Gratitude" is a recognition of the merits in the process of work, dedication and sacrifice of martyr Chang Van Guyen and his family in the work of protecting territorial sovereignty and national border security. This is also an opportunity for the Party Committee and people of Ha Giang 1 ward to continue promoting the tradition of solidarity, promoting the work of "Repaying gratitude", taking care of the lives of families of policy beneficiaries, war invalids, sick soldiers, and people with meritorious services to the revolution.
