The General Secretary requested that there be absolutely no cases of "lobbying", "group interests", corruption, waste, or negativity in personnel work and in the arrangement and use of headquarters and public assets when reorganizing the apparatus and administrative units.


On March 25, in Hanoi , the Standing Committee of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity (Steering Committee) held a meeting to discuss and give opinions on the results of implementing the Conclusions of General Secretary To Lam since the 27th Session.

Handling one case, alerting the whole region, the whole field

At the meeting, the Standing Committee of the Steering Committee assessed that Party committees, Party organizations, and functional agencies at all levels have made many efforts, closely coordinated, and seriously and effectively implemented the Conclusion of the General Secretary and Head of the Steering Committee.

The work of preventing and combating corruption, waste and negativity continues to be implemented resolutely and methodically, without any forbidden areas or exceptions, increasingly better meeting the requirements of Party building and socio-economic development of the country.

Since the 27th Session up to now, the prosecution agencies nationwide have prosecuted and investigated 1,132 cases/2,188 defendants, prosecuted 1,201 cases/2,373 defendants, and tried 756 cases/1,672 defendants at first instance for corruption, economic and position crimes.

Regarding the cases and incidents under the supervision and direction of the Steering Committee, 1 new case was prosecuted; 25 additional defendants were prosecuted in 7 cases; 3 cases/76 defendants were investigated; 1 case/7 defendants were investigated; 4 cases/46 defendants were indicted; 3 cases/40 defendants were tried at first instance; 3 cases/149 defendants were tried at appeal.

Completed the investigation of the case that occurred at Phuc Son Group; issued indictments to prosecute the cases that occurred at Vietnam Electricity Group, Vietnam Tea Corporation, Thai Duong Group; completed the first instance and appeal trials of a number of key cases in accordance with the Steering Committee's Plan, including: The case that occurred at the Saigon - Dai Ninh Project (Lam Dong); The case that occurred at the Phan Thiet coastal urban tourism project, Binh Thuan province; The case that occurred at the Vietnam Register and related units; The case that occurred at the Vietnam Computer Emergency Response Center (VNCERT), Ministry of Information and Communications.

The Central Inspection Commission, Party committees and inspection committees at all levels have completed inspections and strictly handled violations by Party organizations, officials and Party members related to cases and incidents occurring at AIC Company, Phuc Son Group and Thuan An according to the conclusion of the Steering Committee.

Through inspection, 381 party organizations and 819 party members have been disciplined, and recommendations have been made for disciplinary action; including 57 officials under the Central Committee's management. Since the beginning of 2025, the Politburo, the Secretariat, and the Central Inspection Committee have disciplined 4 officials under the Central Committee's management.

The Government and the Prime Minister have focused on leading and directing ministries, branches and localities to review and handle projects that have been delayed and are at risk of loss and waste. They have reviewed, classified and handled 1,315 public investment projects, non-budgetary investment projects and PPP projects with difficulties and problems.

Urgently direct the inspection and handling of difficulties and problems in the Investment Project to build the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital, striving to put them into use in 2025 according to the Conclusion of the General Secretary, Head of the Steering Committee...

The Ministry of Public Security's investigation agency and local police have prosecuted and investigated a number of cases of waste according to the motto "handling one case, warning the whole region and the whole field".

The authorities have proactively coordinated to remove difficulties and obstacles in the work of appraisal, asset valuation, and recovery of corrupt assets.

Regarding cases and incidents under the supervision and direction of the Steering Committee, since the 27th Session up to now, the competent authorities have completed 12 conclusions on appraisal and valuation; civil enforcement agencies have recovered more than 6,000 billion, bringing the total amount recovered since the establishment of the Steering Committee to date to 102,040 billion VND.

Party committees and organizations have paid attention to leading and directing the review, revision, supplementation, and improvement of Party institutions and State laws, focusing on institutions and laws related to the organization and operation of agencies after reorganization and streamlining.

Strengthening anti-corruption associated with streamlining the apparatus

At the meeting, the Standing Committee of the Steering Committee emphasized that in the coming time, the Party and State are simultaneously implementing many important revolutionary policies and decisions to develop the country.

The work of preventing and combating corruption, waste and negativity must closely follow and effectively serve the country's political tasks; continue to synchronously and resolutely deploy solutions to prevent, detect and handle corruption, waste and negativity, without forbidden areas or exceptions, must be linked to the goals of socio-economic development, ensuring the highest national and ethnic interests; prioritize the recovery of maximum assets for the state, handle them by economic, civil and administrative means, and finally handle them criminally.

Speaking at the meeting, General Secretary To Lam requested to step up the prevention and fight against corruption, waste, and negativity in conjunction with completing the arrangement and streamlining of the apparatus and administrative units at all levels of the political system; resolutely not allowing corruption, waste, and negativity to occur.

Party committees and leaders at all levels must lead and direct closely, strengthen inspection and supervision, and absolutely prevent the occurrence of "lobbying", "group interests", corruption, waste, and negativity in personnel work and in the arrangement and use of headquarters and public assets of agencies, units, and localities when reorganizing the apparatus and administrative units; correct the mentality of waiting and delaying work resolution, causing congestion and wasting time, effort, and money of the State, people, and businesses.

The General Secretary requested to focus on inspecting, investigating, and thoroughly handling corruption, waste, and negative cases related to party congress personnel at all levels and the 14th National Party Congress.

Especially, investigate and thoroughly handle cases and incidents related to Thuan An Group, AIC Company, Xuyen Viet Oil Company (Phase II), Nha Trang Airport project, etc. Strive to complete the investigation, prosecution and trial of 21 cases by the end of 2025, and complete the verification and handling of 5 cases according to the Steering Committee's Plan.

The General Secretary emphasized the need to create more obvious changes in the work of preventing and combating waste, especially focusing on thoroughly handling projects that are behind schedule, have backlogs, are prolonged, and are ineffective, causing great loss and waste, contributing to mobilizing and effectively using resources to serve the economic growth target of over 8% in 2025 and double digits in the following years.

The Government, ministries, branches and localities continue to thoroughly review; clarify the causes of slow progress and prolonged backlog; propose handling plans and clearly define the handling authority for each project, avoid shirking responsibility, promptly put projects into operation and use; complete the handling plan before June 30, 2025.

The General Secretary emphasized the need to continue to synchronously implement solutions to prevent corruption, waste, and negativity. The focus is on promoting comprehensive digital transformation in accordance with Resolution 57 of the Politburo.

Strongly reform administrative procedures on the basis of digital transformation and application of artificial intelligence (AI), innovate management and administration methods, increase publicity, transparency, accountability, limit contact, and completely eliminate harassment and inconvenience to people and businesses.

Promote non-cash payments to effectively control assets and income. Implement extensively and substantially tasks and solutions on education on thrift, integrity, impartiality; form a culture of integrity, no corruption, waste, or negativity, becoming a conscious and voluntary act, "like daily food, water, and clothing" among cadres, party members, and the people.
