Cai Lay Town: Focus on administrative reform associated with digital transformation

In recent times, Cai Lay Town, Tien Giang Province has synchronously implemented administrative reform (AR) with the goal of improving the quality of management, operation, and service to the people of State administrative agencies; at the same time, creating a driving force to promote and complete socio-economic development targets.

Comrade Tran Van Thuc awarded Certificates of Merit to collectives and individuals with achievements in implementing the emulation theme "Promoting Administrative Reform" in 2023.

Chairman of Cai Lay Town People's Committee Tran Van Thuc said that, identifying administrative reform as one of the key tasks, directly affecting the local socio-economic development targets, from the beginning of 2023, the Town People's Committee issued decisions and plans to implement administrative reform tasks, launching the emulation theme "Promoting administrative reform" in 2023.

At the same time, the Town People's Committee also promptly issued documents directing, operating, and guiding related to administrative reform work, directing the implementation of regulations on codes of conduct, office culture, use of working hours, discipline, order, and public ethics in the town.

In 2023, Cai Lay Town has fully updated the procedures according to 12 decisions promulgating the list of administrative procedures issued by the Provincial People's Committee. Units have arranged civil servants with appropriate professional qualifications and skills to receive and process documents.

Units and localities are fully equipped with facilities to implement the one-stop and one-stop mechanism to meet the needs of the people. The digitization of records, documents, and results of administrative procedure settlement is continued to be promoted by agencies and units to create connections in the process of settling administrative procedures according to the plan of the province and town.

During the year, the Town's Reception and Result Delivery Department received more than 2,800 records; of which, 2,750 records were processed before and on time. The commune level received more than 29,400 records and processed 29,388 records.

Comrade Tran Van Thuc said: Administrative reform and digital transformation are common tasks of the entire political system. In the coming time, the sectors and localities in the town will continue to strengthen internal inspections to promptly remind and correct existing errors and limitations; and take disciplinary measures against officials, civil servants and public employees who do not comply with administrative discipline and order.

Continue to highlight typical advanced examples, give special rewards to individuals and organizations that do well in administrative reform to encourage and motivate their spirit. Agencies, units and localities innovate propaganda work, and propaganda density on administrative procedure reform.

During the year, there were no complaints or recommendations regarding administrative regulations, acts of harassment or inconvenience to people, organizations and businesses during the process of handling documents.

According to the assessment of the People's Committee of Cai Lay Town, the results of using the "Cadre Evaluation" application in the area have not been very effective because most of the people coming to resolve administrative records and procedures are elderly, so the operation and use of technological devices are still limited, not proactive and the number of people participating in the evaluation is still low.

The Town People's Committee has launched a competition on "Building and developing e-government and digital government" in the town. In particular, the town focuses on encouraging town agencies, units and People's Committees of communes and wards to develop initiatives and apply effective solutions in implementing digital transformation.

In addition, the Town People's Committee guides the People's Committees of communes to build free public Wifi access points and invest in digital transformation of smart radio stations applying information technology and telecommunications for My Phuoc Tay and Long Khanh communes.

Up to now, 100% of agencies, units of towns, communes and wards have deployed the TienGiangG digital transformation platform for officials and civil servants; received 29,746 records during the period and processed 29,546/29,618 records with results returned on time (reaching 99.76%) and 72 records with results returned after the deadline (accounting for 0.24%); 128 records are pending for the next period; posted 203 public services at the town level and 89 public services at the commune and ward level.

At the same time, the Town People's Committee has promoted the implementation of 25 essential public services related to people in the electronic environment; developed population data applications, electronic identification and authentication to serve 5 utility groups; cleaned data "correctly, sufficiently, cleanly, and alively".

Up to now, according to the roadmap, the construction of "Software for digitizing and managing administrative procedure settlement results" has been basically completed; accordingly, cadres, leaders, civil servants and public employees directly participating in the administrative procedure settlement process are granted and instructed on the use of digital signatures.

In the coming time, the town will promote administrative reform associated with digital transformation, promote the responsibility of leaders, strengthen discipline, administrative discipline, working style and manners of cadres, civil servants and public employees; build and develop digital government, digital transformation; improve the investment, production and business environment, creating a strong driving force for socio-economic development in the town.

At the same time, Cai Lay Town continues to organize and effectively implement directives and instructions from superiors on the implementation of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030.

The People's Committees of communes and wards continue to promote and improve the effectiveness of the Community Digital Technology Teams to promptly guide and popularize digital skills for people to implement digital transformation and handle administrative procedures online. Only then can we mobilize people's active participation and contribution to the digital transformation process, contributing to promoting administrative reform and promoting socio-economic development.

At the same time, maintain the operation of digital transformation Zalo groups, OA Zalo pages of communes and wards to promptly disseminate, exchange information and increase interaction between officials, civil servants and between the government and the people.
