Commune People's Committee officially issues pink books for the first time: Ready to serve

From July 1, the People's Committees at ward/commune levels began to issue pink books (certificates of land use rights and ownership of assets attached to land) for the first time to individuals, residential communities, households, and people of Vietnamese origin residing abroad. According to SGGP reporters, on the morning of July 1, at the headquarters of the People's Committees of wards/communes in Ho Chi Minh City, a counter was set up to receive people's applications.

Actively receive applications

At the Go Vap Ward People's Committee (formerly the headquarters of the Go Vap District People's Committee) on the morning of July 1, the counter for receiving applications for the first pink book issuance had not yet had any people coming to submit their applications. However, the counters for receiving applications for updating land changes, which are under the authority of the Go Vap District Land Registration Office Branch (old), were ready. Mr. Ngo Van Hai, Vice Chairman of the Go Vap Ward People's Committee, said that the data and maps of land at the ward level were already available and were the basis for the ward to issue pink books to people conveniently, without taking much time.

In Thu Dau Mot, Thuan An, Di An, Phu Loi wards, etc., the work of granting pink books to people is smooth. Ms. Vo Thi Ly, Vice Chairman of Thu Dau Mot Ward People's Committee, informed that the ward's Public Administration Center was received from the Public Administration Service Center of Thu Dau Mot City, the facilities and transmission lines are very smooth for the circulation of receiving files and implementing the work of granting pink books. Similarly, Mr. Pham Phu Nam, Chairman of Lai Thieu Ward People's Committee, affirmed: "Up to this point, the work of granting pink books to people in the ward is guaranteed to be smooth. Currently, the Ward People's Committee has received pink book issuance files for 30 resettlement cases transferred by the city".

In recent days, the working atmosphere at the branches of the Land Registration Office of Ba Ria - Vung Tau province (old) has been very urgent. According to Mr. Tran Ngoc Cam Tuan, Director of the Office, for nearly a month, the branch offices and the provincial office have had to work on Saturdays and Sundays to quickly resolve land records for the people. As of June 30, the people's land records were still resolved normally, stamped with the seal of Ba Ria - Vung Tau province.

Mr. Tuan added that before merging with Ho Chi Minh City, the provincial office and district-level land registration office branches were trained to use Ho Chi Minh City's electronic one-stop software to receive records, make statistics, and report; trained to use VBDLIS software to handle land changes such as transfers, land subdivisions, land leases, registration of secured transactions, issuance and renewal of land use right certificates, etc. With this software, all land records of the people are updated according to the new administrative boundary names.

Land data interconnection system soon

Present at the People's Committee of Thong Tay Hoi Ward on the morning of July 1 to complete the procedures for the first pink book for the house she bought and used for more than 20 years, Ms. NTT (living in Thong Tay Hoi Ward) excitedly said: "After researching and knowing that the house I bought with handwritten documents is eligible for the first pink book, I am very happy. Right from the morning, I went to the ward to submit the application. The staff enthusiastically guided me and asked me to come back 15 days later". Mr. NQK (living in Thong Tay Hoi Ward) said that he and his sister have the same name on the pink book of the house left by their parents. When he learned that the ward accepted the land settlement application, he went to the ward to confirm the entire house for his sister. However, the ward staff could not resolve it immediately.

Regarding these cases, speaking with SGGP Newspaper reporters, Mr. Dang Cong Tuan, Head of the Urban Infrastructure Economic Department of Thong Tay Hoi Ward, explained that as of the afternoon of June 30, the files transferred from the old district to each ward averaged about 4-5 files. “Currently, the ward cannot immediately issue pink books to people, because to issue them, it is necessary to register the blank with the Department of Agriculture and Environment. Regarding the data on whether the land plot is blocked or not, the ward has not been authorized to update. In addition, the number of map sheets of the land plot must be renumbered according to the new administrative boundaries... In order to speed up the process of issuing pink books to people, the ward has proactively developed internal procedures. However, based on the total time for issuing books according to regulations, the Department of Agriculture and Environment must have regulations, instructions and reshape the processing time as well as the process of issuing certificates,” said Mr. Tuan.

Meanwhile, the leader of the Di An branch of the Land Registration Office suggested that in order to create smooth professional work without affecting the rights of the people, the authorities should soon have a land data connection system from the city to the commune level. From there, it is possible to promptly check the legality and history of real estate changes, helping to shorten the time for administrative procedures, especially the issuance of pink books to the people.

According to the report of the Land Registration Office of Binh Duong province (old), in the first 6 months of 2025, the total number of first-time certificate issuance records (GCN) was 177 records with 120 GCN, the rate of on-time records reached 100%. Regarding land change registration activities, the total number of records completed was 122,131 records with 137,096 GCN (an increase of 5.68% over the same period last year), the rate of late records was 0.06%, equivalent to 83/130,167 records (in addition, there were more than 1,100 records delayed due to slow implementation by the Tax Department, accounting for 0.85%), currently processing 7,992 records.

According to the Department of Agriculture and Environment of Ho Chi Minh City (old), the department has issued 194 first-time certificates, of which 163 were issued to individuals and 31 were issued to organizations, bringing the total number of certificates issued to organizations to 1,516,646, reaching a rate of 92.53%. Regarding the registration of land changes, 161,369 certificates have been issued, of which 2,244 were issued to organizations and 159,125 were issued to individuals.
