Dien Bien Provincial People's Committee works with Vestas Development A/S Company on developing wind power projects

The two sides exchanged and discussed solutions to remove difficulties to implement the next steps of wind power projects in Dien Bien province.

Attending the meeting were comrades: Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee; Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. On the side of Vestas Development A/S, there were Mr. Frank Sine, Senior Vice President of Asia - Pacific region; Jason Chua, Vice President of Asia region and Mr. Le Duc Cuong, Project Development Director of Vietnam.

Vestas Development A/S Company was approved by the People's Committee of Dien Bien province to survey, study and propose additional planning in the province in Document No. 1327/UBND-KT dated May 6, 2022 for 2 wind power projects, including: Muong Ang wind power plant project (located in the communes: Ang Cang, Ang Nua, Nam Lich - Muong Ang district; Muong Phang commune - Dien Bien Phu city; Pu Nhi commune - Dien Bien Dong district) and Dien Bien Dong wind power plant project (located in the communes: Muong Lan, Xuan Lao - Muong Ang district and Xa Dung, Phi Nhu, Muong Luan - Dien Bien Dong district).

The company has been approved by the People's Committee of Dien Bien province for the location and location to install the wind measuring column to serve the research and survey of the wind power plant project and Vestas Company has completed the installation of the wind measuring column, conducting wind measurements from November 2022 to present. Specifically: Muong Ang Wind Power Plant has installed 1 wind measuring column in Pu Nhi commune; Dien Bien Dong Wind Power Plant has installed 1 wind measuring column in Phi Nhu commune.

Provincial Party Secretary Tran Quoc Cuong and Provincial People's Committee Chairman Le Thanh Do worked with the delegation of Vestas Development A/S Company on the development of wind power projects in the area.

Currently, the 2 wind power projects of Vestas Development A/S Company conducting research and surveys in Dien Bien province have not been approved in the planning and the Plan for implementing the Power Plan VIII. Therefore, in order to have a basis for implementing the next steps, the capacity and list of the 2 wind power projects above must be added to the Power Plan VIII and the Plan for implementing the Power Plan VIII.

To increase the wind power capacity allocation for Dien Bien province, the People's Committee of Dien Bien province has issued many documents recommending and proposing the Ministry of Industry and Trade to compile a list of renewable energy development projects into the Draft Plan to supplement the implementation of the Power Plan VIII (including the proposal to add the Muong Ang Wind Power Plant project of Vestas Development A/S Company with a total capacity of 110MW and the Long Son - Dien Bien 2 Wind Power Plant with a capacity of 100MW).

Regarding the proposal of Vestas Development A/S Company on the Na Tong and Tia Dinh project clusters, the Department of Industry and Trade has responded in writing, requesting the company to work specifically with the Ministry of Industry and Trade to add the project and the wind power project capacity to the Implementation Plan for the VIII Power Plan. Survey, evaluate, and select the expected scope of research and survey to ensure that it does not affect natural forests, residents, technical infrastructure works, historical sites, scenic spots; border areas, defense and security areas; does not overlap and affect the scope of research and survey of other projects that have been approved by the Dien Bien Provincial People's Committee for research and survey. The Department of Industry and Trade has coordinated with relevant agencies to review and advise the Provincial People's Committee to approve the Company's permission to research, survey and implement the Na Tong Wind Power Plant and Tia Dinh Wind Power Plant projects.

The delegation of Vestas Development A/S was led by Mr. Frank Sine, Senior Vice President of Asia-Pacific region.

At the meeting, the two sides focused on discussing and discussing solutions to remove difficulties in implementing the next steps of wind power development projects in the province. Through research and surveys, Vestas Development A/S Company assessed that Dien Bien province has the potential and advantages to develop wind power projects, and affirmed its desire to implement wind power projects in the province.

Dien Bien Provincial People's Committee affirmed that it will accompany the company and continue to have a report to clarify further with the Government and the Ministry of Industry and Trade to synthesize the list of renewable energy development projects into the Draft Supplementary Plan for implementing the Power Plan VIII. From there, it will serve as a basis for implementing the projects of Vestas Development A/S. For the 2 projects in Tia Dinh and Na Tong proposed by the company, Dien Bien province highly supports, the Provincial People's Committee will direct specialized agencies to support the company in implementing procedures and closely coordinate to implement the project.
