Provincial People's Committee meets with export enterprises in the province

At the conference, the leaders of the Department of Industry and Trade reported on the export situation in 2024, the first quarter of 2025 and measures to respond to the US imposing tariffs on Vietnamese export goods. In recent years, the Department of Industry and Trade has advised the Provincial People's Committee to promptly provide information on the market situation, the application of taxes and non-tariffs in international trade, the application of rules of origin to enjoy tariff preferences and contents related to Vietnam's commitments and obligations when participating in FTAs ​​that Vietnam has signed.

Up to now, many products of the province such as electronic components, cement - clinker, processed agricultural products, handicrafts, footwear, and clothing have been exported to markets of over 80 countries and territories around the world, especially markets that have signed FTAs ​​with Vietnam. In the first quarter of 2025, the total export turnover of the province reached 841.7 million USD, up 4.4% over the same period; import turnover reached 775.9 million USD, up 9.3% over the same period. Of which, Ninh Binh's export turnover to the US market in the first 3 months of this year reached 165.5 million USD, up 1.16% over the same period and accounting for 19.7% of the total turnover of the province.

The representative of the Department of Industry and Trade also raised some impacts and measures to deal with the US when imposing reciprocal taxes on the province's export goods. Accordingly, if the US imposes a 46% tax, the export prices of goods of enterprises in the province to the US will increase by nearly half, causing Vietnamese goods to lose their price advantage compared to other countries that are not subject to taxes. In the short term, businesses may be forced to reduce or stop exporting to the US. This also affects the province's growth target in 2025.

In response to this situation, the Provincial People's Committee promptly implemented a number of response measures. At the same time, it recommended that businesses stay calm and proactively review orders and trade contracts with US partners, reassess production and business plans in the coming period to make appropriate adjustments. Coordinate the implementation of trade promotion programs, support businesses in finding new alternative markets such as Europe, Japan and ASEAN countries, the Middle East, Latin America, etc. to help businesses find new export opportunities. Research potential export markets, and provide information on international trade policies and 17 FTAs ​​that Vietnam participates in, helping businesses take advantage of these opportunities to minimize the impact of increased taxes from the US; coordinate research and evaluation of goods with potential risks of avoiding trade defense, and strictly control the origin of goods exported to the US.

Speaking at the conference, business representatives analyzed and clarified the current impacts and difficulties on the export market, especially when the US applies tax policies to Vietnamese goods. At the same time, they recommended that the Provincial People's Committee study and propose support for businesses with some taxes and fees; continue to promote reform and simplify administrative procedures; provide information on export markets, creating opportunities to approach customers in countries other than the US.

Representatives of provincial departments and branches also clarified some of the contents that businesses proposed, and at the same time informed businesses about some immediate solutions that have been proactively implemented by all levels and branches in the province, such as preferential investment policies, supporting businesses in administrative procedures, finding workers, promoting trade and finding markets, etc.

He emphasized that, before the information that the US imposed reciprocal tariffs on Vietnamese export goods, the Provincial People's Committee listened to the report of the Department of Industry and Trade and directed the sectors to proactively deploy solutions to support enterprises to the maximum extent.

After listening to the speeches of the enterprises at the conference, the Vice Chairman of the Provincial People's Committee shared the difficulties of the enterprises and was pleased that the enterprises had proactively responded to the arising situations of the market, still with the highest determination to complete the production and business plan according to the proposed scenario.

The Vice Chairman of the Provincial People's Committee hopes that businesses will continue to seek markets, innovate technology, reduce unnecessary costs, and proactively connect with branches in the same system to regulate orders to Ninh Binh. Along with that, businesses will proactively follow up on information and promptly propose to local authorities about difficulties and obstacles so that the province can proactively resolve them as quickly as possible, creating conditions for businesses to soon stabilize production and business.

Enterprises operating in Ninh Binh province have well implemented the regulations of the State, the leadership policies of Party committees at all levels, thereby receiving great support from the people, the business community across the country and the international business community.

The Chairman of the Provincial People's Committee emphasized that in more than 30 years of re-establishing the province, especially in the past 10 years, the growth rate of Ninh Binh province has always been among the top in the country, especially the business community in the province has always followed the direction of high technology, clean technology and good environmental control, ensuring the province's orientation of green and sustainable development.

In the "green, harmonious and sustainable" development strategy, Ninh Binh always identifies that along with the goal of focusing on preserving and promoting cultural heritage values, protecting the environmental landscape, the province takes industry as the driving force for growth, as the foundation to promote development, without industry, it will be difficult to solve employment, there will be no budget revenue, no source of reinvestment. Thanks to the right policy, since 2022, the province has balanced its own budget, with regulation on the central budget, thereby affirming Ninh Binh as the center and driving force for development of the region; where businesses have advantages and advantages to continue to expand production and business conveniently.

The Chairman of the Provincial People's Committee also stated: In the face of the US's tax order on export goods from other countries, including Vietnam, the province will always listen to the opinions of businesses. Within the authority and capacity of the local Party Committee and government, the province will fulfill its responsibilities, make every effort, and resolve the difficulties for businesses to the maximum extent. In both favorable and difficult situations, the Party Committee and government of Ninh Binh province will always accompany the business community, the development of the business community means the development of the province. For matters beyond its authority, the province will collect and report to the Government, relevant ministries and branches.

The Chairman of the Provincial People's Committee affirmed that Ninh Binh province is steadfast in its viewpoint of building a creative government, ready to learn, listen and be a friend and partner of businesses.
