At the conference, delegates assessed that the province's economic situation continued to maintain growth momentum. During the month, farmers focused on planting summer-autumn crops, with 32,680 hectares of rice alone. The construction of new rural areas was focused on by localities. By the end of May, the whole province had 94/113 communes recognized as meeting new rural standards (reaching a rate of 83.1%); 35/94 communes met advanced new rural standards, reaching a rate of 37.2% and 4 communes were recognized as meeting model new rural standards. Localities continued to strengthen the management of mineral resources (soil, rock, sand, etc.), inspect and promptly and strictly handle cases of illegal or improper exploitation of soil, rock, sand, etc., causing waste of resources, budget loss, and environmental pollution.
Industrial production grew slightly. The Industrial Production Index (IIP) in May increased by 0.35% compared to April and by 5.36% over the same period. In the first 5 months of 2025, the Industrial Production Index is estimated to increase by 8.31% over the same period. Industrial zones and clusters in the province continue to attract investment, build factories and technical infrastructure to serve production and business, create jobs, increase income and social security. During the month, with the US temporarily postponing the application of new tariff policies, manufacturing and export businesses promoted production and completed signed orders. Thanks to that, export turnover in May still ensured growth, with the value of 167 million USD, up 8.9% over the same period. In the first 5 months of 2025, the estimated export turnover reached 782.5 million USD, up 6.2% over the same period, reaching 45.8% of the yearly plan.
Notably, in May, the province attracted 11 new projects with a total registered capital of VND 2,524.2 billion. Accumulated from the beginning of the year until now, the province has attracted 50 investment projects with a total registered investment capital of VND 16,224.7 billion (reaching 50% of the target assigned by the Provincial People's Committee in 2025). Compared to the same period, the number of registered projects increased by 108.3% and the total registered capital increased by 521.5%. Total state budget revenue in the first 5 months of the year was VND 7,502.4 billion, reaching 43.1% of the year's estimate, up 41.1% over the same period. Land use fee collection alone was VND 3,536.7 billion, reaching 49.1% of the year's estimate, up 98.5% over the same period....
Cultural and social activities were ensured, national defense and security were maintained. Notably, during the month, Binh Dinh province completed the program of eliminating temporary and dilapidated houses for poor, near-poor and newly escaped poverty households and improving housing for people with meritorious services.

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh reviewed the outstanding results in economic development in the first 5 months of the year, and pointed out the shortcomings and limitations that need to be overcome so that the province's economy can continue to grow and develop. In particular, the Permanent Vice Chairman of the Provincial People's Committee requested localities to rectify gaps in site clearance work to implement investment projects in the area.
Regarding the tasks in the coming time, comrade Nguyen Tuan Thanh noted that the agricultural and environmental sectors and localities should organize the Summer-Autumn crop production to achieve results, continue to focus on developing livestock to contribute to increasing the production value of the agricultural sector. Along with that, well implement measures to prevent and fight forest fires during the hot season and combat IUU fishing.
Regarding industrial production, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh noted that the Department of Industry and Trade should continue to implement solutions to remove difficulties and support production and export enterprises. At the same time, it should review the investment attraction indicators in industrial parks and clusters, and urge registered production projects to come into operation soon.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan pointed out the challenges to the province's socio-economic development from the US tariff policy and the impact of the work of restructuring the apparatus, reorganizing administrative units at all levels and building a 2-level local government model, along with "bottlenecks" in administrative procedures. In particular, according to the Chairman of the Provincial People's Committee, along with promoting decentralization and delegation of power with about 3,000 tasks from the Central to the local level, the responsibility of the 2-level government (province and commune) must be higher, therefore, requiring awareness, sense of responsibility, and determination of each cadre, civil servant, and public employee of each department, branch, unit, and locality in handling work. Even if there is still 1 working day left, we must still strive to fulfill our responsibilities, not to let work stagnate during the restructuring period. In the coming time, the province will assign performance assessment indexes (“KPIs”) for socio-economic development tasks and other tasks to 58 new communes and wards, and to each individual Secretary and Chairman of the People's Committee of these communes and wards.
Chairman of the Provincial People's Committee Pham Anh Tuan said that the province has completed the plan to arrange the 2-level local government organization model and continue to arrange the internal organization. Localities must review and arrange suitable people, ensure quality, right people, right job, reasonableness, and mutual support. In addition, calculate and arrange public service units, provide social services, and resolutely not allow interruptions. In addition, resolutely and effectively implement programs and plans on breakthroughs in science and technology development, innovation and digital transformation according to Resolution No. 57-NQ/TW of the Politburo ; in which, it is necessary to accelerate the digitization of all data.
The Chairman of the Provincial People's Committee also requested relevant departments, branches and localities to resolutely urge progress and ensure the commencement of key projects before August 19 to celebrate the 80th anniversary of National Day, such as the project to build runway No. 2 and synchronous works at Phu Cat Airport, Phu My Industrial Park project, etc.
The Chairman of the Provincial People's Committee also assigned a number of key and specific tasks to departments, branches and localities. In particular, the Department of Industry and Trade and the Provincial Economic Zone Management Board should coordinate to assess the investment attraction of industrial parks and clusters; urge investment projects to go into production and business; coordinate with departments, branches, units and localities to focus on implementing the campaign to fight against and repel smuggling, trade fraud, counterfeit goods, infringement of intellectual property rights, and protect the health and interests of consumers.

The Chairman of the Provincial People's Committee especially noted that the Department of Finance should focus on the task of assigning socio-economic targets for the last 6 months of 2025 and building socio-economic targets for the next 5 years for new communes and wards; allocating and using provincial budget capital after administrative unit arrangement; handling public assets after administrative unit arrangement, guiding localities to hand over assets in accordance with procedures and legal regulations, avoiding loss and waste in the process of handling surplus assets; preparing related contents to serve the 25th session (regular session) of the 13th Provincial People's Council; completing the draft political report of the Provincial Party Congress, term 2025 - 2030 (socio-economic section) expected after the merger of Gia Lai province.
The head of the provincial government emphasized that June is an extremely special time for the entire political system of the province, with more work, more burdensome work, and higher task requirements. The whole province is determined to streamline and reorganize the apparatus, reorganize administrative units at all levels, and build a 2-level local government model, ensuring progress according to the Central Government's direction. At the same time, it is necessary to focus on directing and operating socio-economic activities according to the set plan and scenario, determined to strive for a growth of gross regional domestic product (GRDP) of 8.5 - 9% or more in 2025./.
