In a video posted on Telegram on November 16, President Volodymyr Zelenskyy said that Ukraine “is looking forward to resuming talks,” adding that many meetings, negotiations and calls are being devoted to the issue.

A day earlier, the head of Ukraine's security service, Rustem Umerov, said he had consulted in Türkiye and the United Arab Emirates with Kiev's partners to discuss resuming the exchange process.
The outcome of the discussions, he said, was an agreement to return to the Istanbul agreements, a 2022 set of rules brokered by Türkiye to coordinate large-scale prisoner exchanges between Russia and Ukraine. Mr. Umerov said the restoration of this mechanism involved the release of 1,200 Ukrainians.
Since the Istanbul agreements were established, Russia and Ukraine have exchanged thousands of prisoners, but the exchanges have been sporadic and have been repeatedly interrupted.
Mr Umerov added that further consultations would take place in the coming period to decide on the details of the procedure and organization of the exchange. He stressed that Ukraine was “working tirelessly” to ensure that the detainees could return to their families for Christmas and New Year.
