Responding to storm No. 13, BSR ensures safety for people and factory operations

Faced with the complicated developments of storm No. 13 (international name: Kalmaegi) moving rapidly in the West - Northwest direction, directly affecting Quang Ngai province, General Director of Binh Son Refining and Petrochemical Joint Stock Company (BSR) Nguyen Viet Thang chaired an urgent meeting with the Board of Directors and specialized units, directly inspected the scene, directed the implementation of urgent response measures, to ensure absolute safety for workers and maintain stable operation of Dung Quat Oil Refinery.

Human safety is the top priority

Since the afternoon of November 5, BSR has proactively and synchronously deployed timely response measures and on the morning of November 6, BSR General Director Nguyen Viet Thang directly inspected the scene, directed units to reinforce and brace all outdoor equipment; check the anchoring system of tanks, warehouses, steel structures and carefully review areas at risk of being affected by strong gusts of wind, to ensure absolute safety for people, assets and continuous production activities of the Factory.

BSR General Director Nguyen Viet Thang held an urgent meeting with the Company's Board of Directors and specialized departments on storm prevention plans No. 13.

Crude oil imports for Dung Quat Refinery were completed on November 5, ensuring sufficient inventory for operations until November 10 at 118% capacity, without having to import more oil during the storm. At the same time, BSR also accelerated exports by sea, reaching 140% of the designed capacity of the export terminals, before closing the Jetty product export port and coordinating with the Quang Ngai Maritime Port Authority to guide ships to anchor and take shelter safely.

BSR General Director Nguyen Viet Thang inspected the Factory Safety and Security Monitoring Center - where there is a modern, intuitive machinery system to monitor storm No. 13.

With the motto “Human safety is paramount”, BSR has requested early shift handover for the evening and night shifts on November 6, to limit the movement of workers during the storm. Employees who are not part of the operation force or storm duty are allowed to work online from the afternoon of November 6 until further notice.

The specialized department was directed to ensure the telecommunications system, internal network is running smoothly, and to prepare emergency equipment and supplies such as cranes, saws, cutters, and generators to proactively handle incidents after the storm. Buildings, offices, and housing areas for employees were checked, glass doors, roofs, railings were secured, and backup lighting systems and construction safety were checked.

BSR Deputy General Director Pham Minh Nghia (yellow hat) checks the logistical conditions ready for the forces staying to participate in operating the Factory.

Along with technical measures, BSR also pays special attention to logistics, arranging accommodation, living and safe means of transportation for production operators, ensuring the Factory maintains stable operations 24/7 even in the most adverse weather conditions.

Safe operation - proactive in all situations

The company has activated all storm prevention procedures according to the highest internal safety standards. All staff, functional departments and member units are required to check and brace factories and offices, cut off unnecessary electricity, preserve documents and ensure smooth communication.

The Factory Management Board and the Environmental Safety Board (ATMT) are responsible for closely monitoring weather conditions, checking drainage systems, collecting waste and continuously reporting to the Company's Board of Directors. The Production Operations, Maintenance and Repair, Port Management, and Materials Management departments coordinate to review equipment, chemical warehouses, scaffolding, and materials at high altitudes to ensure absolute safety. The Port Management Board notifies partners and contractors to proactively anchor ships and close the port when necessary.

BSR General Director Nguyen Viet Thang inspected the shipping terminals by road, sea and the warehouse system of PV Oil Dung Quat, which have complied with the order to temporarily stop shipping to avoid the storm.

The Company Office inspected all buildings, housing areas, electrical systems, information systems and auxiliary works; other departments and divisions checked assets and works to minimize damage. The Central Petroleum Security Branch increased patrols, prevented theft, and was ready for emergency response. Member companies BSR-BF and BSPPT were required to deploy safety plans at factories, offices and dormitories.

BSR General Director Nguyen Viet Thang shared: “BSR identifies natural disaster response as a permanent task, part of the strategy for safe operations and sustainable development. Not only protecting the assets of the enterprise, we are also deeply aware of the responsibility to protect workers, the community and the surrounding environment. BSR has also fully prepared plans to be ready to support and receive people to the company's dormitories to avoid and take shelter from storms safely.”

In early November, the Quang Ngai area was directly affected by storm No. 13 with strong winds of level 13-14, gusts of level 17, waves of 6-8 m high, and rainfall of 200-400 mm, with some places over 500 mm. In such harsh conditions, BSR still maintained safe and stable production, thanks to careful preparation and proactive spirit of the leadership, engineers, and employees.
