
This afternoon, October 20, the Department of Dyke Management and Natural Disaster Prevention ( Ministry of Agriculture and Environment ) said that the National Civil Defense Steering Committee has issued a telegram requesting ministries, branches and 5 localities from Ha Tinh to Quang Ngai to urgently and proactively deploy measures to respond to heavy rain, risks of floods, landslides and flash floods caused by the circulation of storm No. 12 combined with cold air.
The dispatch stated that, according to the forecast of the meteorological agency, from the night of October 22 to October 26, the area from Ha Tinh to Quang Ngai is likely to experience widespread heavy rain. In particular, the area from South Quang Tri to Da Nang will have a total rainfall of 500-700mm, locally over 900mm; the provinces from Ha Tinh to North Quang Tri and Quang Ngai will have a total rainfall of 200-400mm, the highest place over 500mm.
Along with the rain, there is a very high risk of flash floods and landslides in mountainous areas, and deep flooding in low-lying and urban areas. Floods on rivers from Quang Tri to Quang Ngai may reach and exceed alert level 3, the level of natural disaster risk is determined at level 3.
Therefore, the National Steering Committee for Civil Defense requires provinces, cities, relevant ministries and branches to closely monitor weather forecasts and warnings, promptly inform local authorities and people to proactively prevent. Localities need to review, inspect, and evacuate people in riverside areas, streams, low-lying areas, areas at risk of landslides and flash floods; fully prepare forces, vehicles, and necessities according to the "4 on-site" motto to be ready to respond when floods and rains last long; arrange forces to guard and control traffic, instruct people not to go through deep flooded areas, fast-flowing water, and areas at risk of landslides; ensure smooth traffic on main roads; inspect and deploy measures to ensure safety for key works, works under construction, mines, industrial parks, residential areas, etc.
According to the telegram, depending on the situation, localities will decide to let students stay home from school when heavy rains and floods occur. Ministries and branches, according to their assigned functions, need to closely coordinate with localities in directing the response to rains, floods, flash floods, and landslides. Vietnam Television, Voice of Vietnam, Vietnam News Agency and press agencies should increase propaganda and dissemination of information on forecasts and warnings of natural disasters so that people can proactively prevent them.
Updated at 4 p.m. from the National Center for Hydro-Meteorological Forecasting, the center of storm No. 12 was at about 18.5 degrees North latitude - 115.3 degrees East longitude, about 380km East Northeast of Hoang Sa special zone. The strongest wind near the center of the storm is level 9-10 (75-102km/h), gusting to level 12. The storm is moving in a West Northwest direction, at a speed of about 20km/h.
