Mountainous and coastal communes proactively respond to prolonged heavy rains due to the impact of storm No. 12.

DNO - Faced with the possibility of storm No. 12 causing prolonged heavy rain, the authorities and people of mountainous communes such as Tra Linh and coastal communes of Da Nang city such as Nui Thanh and Tam Hai have proactively deployed many response measures.

Coastal areas ensure the safety of people's property

Fisherman Tran Nhan (Nui Thanh commune) said that at the end of the year, many fishing boats do not go to sea due to unfavorable weather. Thanks to the diverse forecasting information system from the authorities, fishermen are increasingly raising their awareness of protecting their lives and property.

After receiving information that storm No. 12 could affect the area from Thua Thien Hue to Quang Ngai , Mr. Nhan and some fishermen checked the QNa-90216 ship anchored at the An Hoa storm shelter (Nui Thanh commune).

“The ship has been secured, but we are still checking to avoid damage from wind and waves. At the same time, we are pumping water out of the engine room before the storm reaches the mainland,” said Mr. Nhan.

Similarly, Mr. Phan Trinh, Chairman of the Tam Giang Fisheries Union (Nui Thanh Commune) said that the offshore squid fishing boats of Tam Giang fishermen have come ashore to take shelter safely. “We regularly inform boat owners about heavy rain and the possibility of storms affecting them via Zalo groups and by phone, and at the same time encourage fishermen to carefully check their boats and absolutely not go out to sea when the storm hits to ensure safety,” said Mr. Trinh.

In Tam Hai island commune, aquaculture households along the Truong Giang River have urgently tied up and reinforced cages and transported important assets to shore to avoid damage and loss during heavy rains. Shrimp pond owners check the pond banks, food storage areas and farming materials.

Mr. Nguyen Duc Linh (Xuan My village, Tam Hai) said that his family's 5 clusters of commercial oyster cages have been anchored and reinforced to avoid being swept away by big waves. "The government regularly reminds people to ensure the safety of their lives and property, so we proactively take protective measures. When heavy rains continue, I do not go out on rafts to be safe," Mr. Linh said.

Chairman of Tam Hai Commune People's Committee Huynh Van Cuong informed that the locality has completed the work of informing the people about the weather situation; requesting ship and boat owners not to go out to sea when the sea is rough. At the same time, the operation of the two ferry terminals will be stopped when necessary and a rescue plan will be prepared for the island commune's people.

“In the face of complex and unpredictable natural disasters, the locality always maintains a spirit of readiness and strictly implements the “4 on-site” motto. The government recommends that people proactively implement protective measures and not be subjective in any situation,” Mr. Huynh Van Cuong emphasized.

Mountainous areas proactively implement "4 on-site"

The mountainous localities of Da Nang have proactively built a "4 on-site" plan right in each residential area to promptly respond when bad situations occur.

In Lang Luong residential area, village 7 (Tra Tap commune), the rain that lasted for many days caused the foundation of Mr. Ho Van Dieu's house to collapse. Immediately after discovering the incident, the disaster prevention team of Lang Luong residential area and village 7 quickly isolated the dangerous area, assisted the family in moving their belongings to a safe place, and went door to door to warn people in high-risk areas.

Ms. Ho Thi Hien (Lang Luong residential area) said that due to the recent residential arrangement, some houses' foundations are still weak and have not been protected by embankments, leading to landslides. However, people are always vigilant, promptly detect and move their property together when there are unusual signs.

“When we heard about the prolonged heavy rain from the commune authorities, we proactively harvested rice early, and most households have finished harvesting now. Young people in the village take turns patrolling, detecting areas at risk of landslides to warn and assist people in evacuating people and property when necessary,” said Ms. Hien.

According to Mr. Le Trung Thuc, Chairman of Tra Tap Commune People's Committee, in the face of the risk of storm No. 12 making landfall, the locality assigned commune officials to be in charge of each residential area to monitor, grasp the situation, direct the activities of the shock troops and promptly report to the Commune Civil Defense Command. At the same time, the commune also monitored traffic conditions and arranged vehicles for regular standby.

“We pay special attention to the safety of people’s lives, so we have directed villages to review and count the number of households in dangerous areas; schools to develop plans to ensure the safety of students during floods. In addition, the commune also prepares food, medicine, vehicles and evacuation sites in case of emergencies,” said Mr. Thuc.

In Tra Linh commune, Chairman of Tra Linh Commune People's Committee Trinh Minh Hai informed that the locality has prepared response plans, arranged forces and means to deploy flood prevention work, especially in low-lying areas at risk of landslides and flash floods.

“The locality has directed villages to reinforce and ensure the safety of houses, infrastructure works, and protect production, especially agriculture . Associations, unions, and shock forces support people in harvesting agricultural products, regularly inspect, arrange guards, and block off. Resolutely do not let people and vehicles pass through or fish on rivers, streams, and downstream areas of reservoirs, underground, and spillways during dangerous times,” Mr. Hai emphasized.

At the same time, Tra Linh commune also prepared full equipment and means for rescue and relief. Particularly for students, schools in the area were required to proactively announce school closures, or keep students at school if it was during school hours when the natural disaster was extreme.
