
Accordingly, recently, the Central region has had prolonged heavy rains causing widespread flooding, flash floods, landslides, causing serious damage to people and property. According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, heavy rains in the Central region are likely to last until November 4, in which from the evening of October 30 to November 1, the area from Nghe An to Northern Quang Tri will have heavy to very heavy rain, generally 200-400mm, locally over 700mm; from the night of October 31 to November 1, the area from Southern Quang Tri to Hue city will have heavy rain with common rainfall from 70-150mm, locally over 250mm.
To proactively respond to heavy rain, floods, inundation, landslides, flash floods, and inundation in low-lying areas, urban and industrial areas, the National Steering Committee for Civil Defense requests the People's Committees of the above provinces and cities to closely monitor forecasts and warnings of heavy rain, risks of floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent and urgently overcome the consequences of recent natural disasters; deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas at risk of floods, inundation, flash floods, and landslides. Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, and areas where landslides have occurred or are at risk of landslides.
Provinces and cities must arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; arrange forces, materials and means to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs; inspect, review and deploy measures to ensure the safety of key works and works under construction, especially the dyke system and reservoirs that have had incidents in the past, in which absolutely do not allow water to be stored in reservoirs at risk of being unsafe; proactively operate and regulate inter-reservoirs and single reservoirs for irrigation and hydropower to ensure flood prevention capacity for downstream areas. Maintain forces, means and materials ready to handle possible situations.
Localities prepare forces, means, equipment, and necessities according to the "four on-the-spot" principle to be ready to respond to all situations, especially for areas at risk of being isolated; direct local radio and television stations and mass media agencies to increase information on the developments of rain and floods to authorities and people at all levels to proactively prevent. At the same time, organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment ).
At the same time, the Ministry of Agriculture and Environment issued Document No. 8521/BNNMT-DD to the People's Committees of Nghe An, Ha Tinh and Quang Tri provinces on the implementation of work to ensure the safety of the dike system to respond to floods and rains.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of October 30 to November 2, there is a possibility of a flood on rivers from Nghe An to Quang Tri, the flood peak in the upstream of Ca River (Nghe An), Ngan Sau River, Ngan Pho River (Ha Tinh), Gianh River, Kien Giang River, Thach Han River (Quang Tri) will reach alert level 2 - alert level 3, some rivers will reach alert level 3; the downstream of Ca River (Nghe An), La River (Ha Tinh) will reach alert level 1.
To ensure the safety of the dike system and proactively respond to floods, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces to direct local authorities and relevant agencies and units to urgently implement the implementation of closely monitoring the development of flood water levels on river banks and the dike situation. Check, review and implement in practice dike protection plans, protect key vulnerable points, locations where incidents have occurred but have not been handled or remedied, and unfinished dike works to ensure safety.
Provinces organize forces and strictly carry out patrolling and guarding work to protect dykes during the flood season according to the provisions of Circular No. 01/2009/TT-BNN dated January 6, 2009 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment) to promptly detect and handle incidents and situations that may occur from the first hour; prepare human resources, materials, means and equipment to protect dykes according to the "4 on-site" motto, ensuring safety for dyke routes. At the same time, promptly report dyke incidents to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control) for coordination and direction.
