The shift of global semiconductor production chains is opening up great opportunities for Vietnam's semiconductor industry, but to succeed, Vietnam needs to choose a specific and well-oriented approach.

The above recommendations were made by technology experts at the Vietnam Semiconductor Industry Summit, organized by the National Innovation Center (NIC) in coordination with the Agency for Information and Communications Technology Industry (AICTI) on October 29.

More and more US technology companies come to Vietnam

Mr. John Neuffer - President of the US Semiconductor Industry Association - said that many US businesses are expanding their investment in Vietnam, including Intel, Mavel, Qualcomm, and Amkor.

Vietnam's role in the semiconductor industry chain is growing. Universities and leading training facilities such as ASU and Arizona are also expanding cooperation with NIC to support semiconductor human resource training.

"Americans understand that the semiconductor supply chain requires international cooperation, including Vietnam," Mr. John Neuffer emphasized.

And with the increasing presence of American semiconductor companies in Vietnam, Mr. John Neuffer believes that Vietnam's semiconductor potential will be maximized.

A representative of BCG of Korea commented that when microchip companies are moving factories, Vietnam needs to have unity, in accordance with the expansion of semiconductor companies like TSMC.

Recently, Vietnam has been successful with the advantage of cheap labor. This is also the reason for Samsung to move its production and R&D centers to other countries such as India and Vietnam. However, the desire to have a factory to produce memory and chips needs to be realized in the long term.

Need to focus on human resource training

According to Mr. ST Liew - Vice President of Qualcomm, the upgrading of Vietnam - US relations to Comprehensive Strategic Partnership is of great significance to the development of the semiconductor industry in Vietnam. Vietnam has the potential to become a regional center for semiconductors, although competition from countries in the region is very strong.

Mr. ST Liew said that the semiconductor industry is a global supply chain. For example, a smartphone has more than 165 semiconductor devices, so no country can make it alone. The opportunity is great, but Vietnam needs to determine the appropriate steps to participate.

Mr. ST Liew also shared that Qualcomm, which is manufacturing in Vietnam, will share knowledge and expertise through cooperation with Vietnamese companies, supporting local enterprises in manufacturing products in the field of innovation. Recently, Qualcomm has cooperated with Viettel to develop 5G technology.

Mr. Changwook Kim, general director of Amkor Vietnam, said that two weeks ago the group inaugurated a semiconductor factory in Bac Ninh , which was the beginning.

"We are a large company in the region, there will be other companies coming to Vietnam to invest. Currently, Amkor has brought 100 experts to Vietnam to design products, international resources are very important in the initial stage. From this foundation, Amkor will develop local human resources," said Mr. Kim.

Highest Offer

The Government is particularly interested in promoting investment cooperation to develop the semiconductor industry, and has assigned the Ministry of Planning and Investment, the Ministry of Information and Communications, and other ministries and sectors to develop action plans and strategies to develop this industry. At the same time, a human resource development project has been developed with the goal of training 50,000 technology engineers by 2030.

Vietnam has been building many attractive investment incentive mechanisms for semiconductor companies and corporations. High-tech semiconductor investment projects are entitled to the highest incentives.

Vietnam has established the National Innovation Center (NIC) and three high-tech parks, ready to welcome semiconductor investors with high incentives. The NIC and these high-tech parks will be an important bridge to support the development of the Vietnamese semiconductor industry ecosystem.
