Reservoir operations to avoid damage from floods and rains

To proactively prevent and minimize damage caused by floods and rains, and effectively use and save water resources in the last months of 2025, the Department of Agriculture and Environment has just identified solutions to proactively operate reservoirs in river and stream basins in the area.

Reservoir projects must ensure safe, economical, effective and multi-purpose use of water resources.

Accordingly, the task of units managing and exploiting irrigation resources is to closely monitor hydrometeorological developments, comply with the procedures and orders of reservoir and inter-reservoir operations of competent authorities. At the same time, prepare adequate resources and have plans ready to ensure absolute safety for the works, minimizing damage to people and property caused by floods in the downstream areas.

In case of rain and floods exceeding the design frequency, it is necessary to immediately propose a reservoir operation plan to the competent authority for consideration and decision; early warning to local authorities, people and factories in the upstream and downstream areas when operating flood discharge through spillways, emergency flood discharge, and starting to discharge water for power generation.

In particular, hydropower project owners closely coordinate with the National Electricity System and Market Operation Company and the power system dispatch centers to effectively mobilize power sources in accordance with flood reduction requirements for downstream areas, ensuring safe, economical, effective and multi-purpose use of water resources.
