Achieving the target of execution of judgment

With the number of cases increasing in value and many difficulties arising from reality, but with great efforts and determination, at the end of the working year 2024 (from October 1, 2023), the two-level civil judgment enforcement sector of Hau Giang has excellently completed its tasks, achieving and exceeding targets in both work and money.

As of early September 2024, the entire provincial THADS sector has handled 11,572 cases, equivalent to more than VND 3,400 billion. After verification and classification, there are 7,942 cases, with nearly VND 1,500 billion, with conditions for implementation. Up to now, the targets for cases and money have met and exceeded the assigned targets by 83.35% and 46.75%, respectively.

Mr. Le Phuoc Toan, Director of the Provincial Department of Enforcement, said that in 2024, the relatively high number of cases and fines had a great impact on the results and goals of the industry. However, the unit proactively planned and had flexible and drastic solutions in directing and focusing human resources to resolve cases with conditions for enforcement of large property values, such as cases related to banks, credit institutions, and commercial businesses. At the same time, it did a good job of propaganda and persuasion to those who had to enforce the judgment to proactively and voluntarily enforce it.

In Chau Thanh A district, in 2024, the unit received and resolved a total of 1,535 cases, but with great efforts, attempts and determination, it has so far achieved 84.6% of the assigned target. According to Ms. Nguyen Thi Kim Chung, Head of the Chau Thanh A District Execution Department, in order to effectively enforce the court's judgments and decisions, it is necessary to proactively research, mobilize and persuade the parties, as well as those with related rights and obligations, many times.

In addition, it is necessary to closely coordinate with localities and competent authorities from the stage of classification, verification of conditions for execution of judgments to mobilization, persuasion, seizure, enforcement, auction, and transfer of assets. "When reviewing and classifying cases, we also focus on classifying according to the level and complexity, in order to calculate solutions and find the most optimal solution in the process of execution of judgments," said Ms. Chung.

According to Mr. Duong Thanh Thai, Head of the Phung Hiep District Enforcement Office, as the district-level unit with the largest area, in general, the enforcement situation in Phung Hiep has many complicated developments, with a large number of cases. Therefore, right from the beginning of the working year, based on the targets assigned by the province, the office has developed a plan, implemented and assigned emulation targets to each enforcement officer.

“During the year, the unit proposed a solution that the branch leaders continue to uphold the spirit of responsibility, set an example, and take the lead in performing their duties. In terms of professional matters, organize the classification of cases scientifically , deploy the peak of execution of judgments; at the same time, focus on applying information technology in handling people's execution procedures,” Mr. Thai shared.

According to Mr. Tran Thanh Tuan, Head of the Vi Thanh City Enforcement Agency, in addition to specifying the direction of the agency, the unit also focuses on implementing many solutions to improve work efficiency. In particular, proactively assigning each enforcement officer to closely follow the area and attaching the responsibility of the enforcement officer to the assigned area. For complicated, high-value, and difficult-to-execute cases, immediately consult the City Enforcement Agency Steering Committee and the agency to resolve the case, not to let it drag on.

The provincial Department of Civil Judgment Enforcement informed that in order to complete the targets and plans assigned by the General Department of Civil Judgment Enforcement, the entire sector identified that it was necessary to overcome many difficulties and challenges with the increasing number of cases; some key and complicated cases have lasted for many years. Therefore, in addition to promoting advocacy and propaganda, the department also resolutely urged each unit and enforcement officer to uphold the sense of responsibility, proactively deploy solutions to effectively enforce court judgments and decisions to protect the rights of businesses and people, contributing to the socio-economic development of the locality.

Mr. Le Phuoc Toan, Director of the Provincial Department of Execution of Judgments, said that in the coming time, the unit will focus all resources on organizing the execution of judgments and directing the enforcement officers to speed up the progress in carrying out the attachment and handling of assets for auction in cases of great value and that have been prolonged. At the same time, plans and specific goals will be established to complete the assigned work and money targets in the new year. On the sector's side, civil servants and employees will be required to set an example in performing public duties and increase the application of information technology to effectively carry out the assigned tasks.
