

In the work "Some Chinese experiences that we should learn", President Ho Chi Minh agreed and quoted Chinese Professor Hoa La Canh, saying: " ...Following the Party does not necessarily mean being loyal to the Party. The seagull follows the ship, but it does not share the same purpose as the ship; it follows the ship because it wants to find food " [1] .

One of the cases that shocked public opinion was the serious violation of former Secretary of Vinh Phuc Provincial Party Committee (formerly) Hoang Thi Thuy Lan. According to the investigation conclusion, defendant Lan had accepted bribes amounting to millions of US dollars. Notably, the detail that the defendant, while in office, used a one-finger gesture to suggest to the enterprise to prepare a "bribe" (which public opinion compared to the "one-finger" trick to get 1 million US dollars) has become a symbol of brazenness, disregard for Party discipline , State laws, and going against the moral qualities of a Party member.
Previously, in Bac Ninh , violations related to the family of former Provincial Party Secretary Nguyen Nhan Chien also made public opinion indignant. Letting relatives and children rely on the power of high-ranking officials to seize benefits, create "family interest groups", or "nepotism", has shown another manifestation of degeneration: Turning public power into a tool to serve private interests. This is not only an individual's mistake, but also raises questions about the mechanism of power control, exemplary responsibility and integrity in key leadership teams.
In Thanh Hoa, recently, many key leaders of the province - including at the department, branch and provincial levels - have been prosecuted and criminally prosecuted for violations in land management, investment and finance. The successive cases show a worrying reality: if power is not strictly controlled, it will be easily abused, turning into "fertile ground" for corruption and negativity. Thanh Hoa - a land of "spiritual land and talented people" - which is a locality rich in potential, is facing serious consequences from letting unworthy officials into leadership and management positions. What could be more bitter than when among the masses there are concerns that, with the number and speed of officials being arrested and detained for breaking the law as high as in Thanh Hoa, how can the State build detention houses and prisons in time?

Previously, also in the 13th term, the Central Inspection Committee concluded and submitted to the Politburo and the Central Committee to discipline a number of officials at higher levels, while holding key positions of the Party and State, for serious violations of the Party's regulations and principles.
Thus, the phenomenon of "seagulls flying after the ship not because of common aspirations but just to find food" has appeared in the Party, no longer "individual", and there is even concern that this phenomenon is at risk of breaking out into flocks.

Our Party always attaches importance to personnel work, considering it the key of the key. In his closing speech at the 13th Central Conference, 13th tenure, General Secretary To Lam emphasized that the introduction of personnel for the 14th Central Executive Committee and Central Inspection Commission is an especially important task, deciding the development of the country in the coming time.
The work of introducing party members to the Party Central Committee and the Party Central Inspection Committee must be carried out in a truly impartial, transparent and objective manner. First of all, by all means, it is necessary to determine whether the party member truly follows the Party because they share the Party's aspirations and meet the core requirements set forth by the Party. In particular, General Secretary To Lam emphasized: Virtue - Strength - Talent, demonstrated through qualities - capacity - prestige - integrity - efficiency; dare to think, dare to do, dare to take responsibility for the interests of the nation - people; close to the people, respect the people, for the people.
From major cases involving party members under central management, we can see that the profound lesson on evaluating and selecting party members is always timely, both urgent and long-term: when selecting party members, we must choose thoroughly.

During his lifetime, General Secretary Nguyen Phu Trong once said: " Don't think red means ripe ."
To choose thoroughly, we must first rely on the people. Journalist Nhi Le - former Deputy Editor-in-Chief of Communist Magazine, once quoted by the press about the central cadre work, likened the Party's personnel work to: "Lighting a torch to find cadres, one pair of eyes cannot be equal to a thousand eyes of the people." The reason is because central cadres go through many levels. Every level is to serve the people. The people understand cadres best. Therefore, the authorities should give special favor to the people's evaluation.
The second factor that helps to select cadres thoroughly is to strictly control the process, avoiding the process being disabled. This depends a lot on the Party Committee and the head of the Party Committee in ensuring democracy, publicity, transparency, and objectivity in implementing the Party's regulations and rules to introduce, personnel selection. If these factors are not ensured, the process may still be complete but not select the right person.
Once the introduction is incorrect, due to misunderstanding due to subtle developments, or due to being influenced by factors, as the folk saying goes: "relationships, descendants, money" that allow corrupt officials to enter key positions, the consequences do not stop at one individual, but can also lead the entire local apparatus, an industry down a negative path, "opportunism, factionalism".
Our Party has repeatedly emphasized the principle: All power must be strictly controlled by mechanisms; where there is authority, there is responsibility; all power must be bound by responsibility and subject to the supervision of the people. However, practice shows that there are still loopholes. Detecting and closing these loopholes is, first of all, the responsibility of the inspection and supervision work within the Party.
Directing the personnel work of the 14th Congress, specifically the personnel work of the Party Inspection Committee for the next term, General Secretary To Lam requested that members of the Party Inspection Committee must be truly "clear as a mirror, sharp as a sword ", that is, must have enough courage, be impartial, have a good understanding of the law, and be proficient in their profession./.
