Why was the Director of the Quang Tri Province Forensic Center arrested?

On the morning of March 13, a representative of the Department of Health of Quang Tri province said that the unit had just received a notice from the Supreme People's Procuracy's Investigation Agency regarding the arrest and temporary detention of Mr. Nguyen Dinh Cuong - Appraiser, Director of the Quang Tri Province Forensic Center.

Mr. Nguyen Dinh Cuong was prosecuted and temporarily detained by the Supreme People's Procuracy Investigation Agency for the act of "forging work" under Article 359 of the Penal Code at the Quang Tri Province Forensic Center.

Previously, the Inspection Team of the Department of Health of Quang Tri province conducted an inspection of the injury assessment process of the provincial forensic center for Mr. NMD (35 years old, in Tan Long commune, Huong Hoa district, Quang Tri province).

Specifically, based on the injury assessment records for Mr. NMD stored at the Quang Tri Province Forensic Center, it was shown that during the first assessment process, Mr. D. had fractures of ribs 7, 8, 9, 10, 11, and 12 on the left side, without displacement; a large amount of left pneumothorax; a scar (drainage) measuring 1.5x0.8 cm in the left mid-axillary intercostal space 6 and 7.

On August 20, 2021, the Director of the Quang Tri Provincial Forensic Center signed and issued the Forensic Examination Conclusion on Mr. NMD's injuries with a body injury rate of 15%.

However, at the first re-examination process (or initial re-examination), the forensic examination results on injuries recorded on October 19, 2021 concluded: Mr. D had a posterior arch fracture of 4 ribs (numbers 7, 8, 9, 10), a drainage scar in the pleural space of the 6th and 7th intercostal spaces on the left...

The Director of the Quang Tri Province Forensic Center then signed and issued the Forensic Examination Conclusion on Injury No. 234/TgT for Mr. NMD with a body injury rate of 9%.

During the inspection process, the inspection team pointed out a series of errors and failures to comply with legal regulations on forensic examination during the initial examination and the first re-examination.

In particular, for the first re-examination process, the inspection team concluded that the Director of the Provincial Forensic Center issued the conclusion of the first re-examination of forensic injuries - No. 234/TgT using the results of individual appraisal (1 appraiser) to replace the results of collective appraisal (3 appraisers) according to regulations.

From the conclusion of the inspection team, the Department of Health of Quang Tri province requested to review the responsibility of the appraiser in performing the first re-appraisal.

Review the responsibility of the Director of the Provincial Forensic Center in performing management tasks according to the assigned functions and tasks; the decision to establish an appraisal team for the first re-appraisal and issue forensic conclusion on injury No. 234/TgT for Mr. NMD.
