For 4 consecutive years (2021-2024), Hai Phong has always ranked in the top 5 nationwide in attracting foreign direct investment (FDI). The total newly registered and increased foreign investment capital in the period 2021 - 2025 is estimated at 20.2 billion USD, 1.89 times higher than the period 2016 - 2020 (reaching 10.67 billion USD), making Hai Phong one of the leading localities in the country in attracting FDI.

In 2024, the city attracted 4.94 billion USD in FDI capital, exceeding the plan by 145% and increasing by more than 34% over the same period in 2023. Investment capital flows are strongly concentrated in high-tech, processing and manufacturing industries, especially in the fields of electronics, automobiles, machinery and equipment, port services and logistics...

Large corporations such as LG (Korea), Pegatron (Taiwan), Fujifilm (Japan)... have chosen Hai Phong as their production base, creating a global industrial value chain, contributing greatly to exports and the city's budget.

As of April 20, Hai Phong had 1,063 FDI projects with a total investment capital of 34.62 billion USD from investors and businesses of 39 countries and territories.

In the period of 2021 - 2025, it is estimated that there will be about 3,384 newly established enterprises each year with an average registered capital of 11.8 billion VND/enterprise, 1.17 times higher in number of enterprises and 1.56 times higher in average registered capital compared to the period of 2016 - 2020.

For domestic investment, Hai Phong is also an attractive destination for many "big guys" such as Vingroup , Sungroup, Geleximco,... with a series of huge projects with a total investment of over 200,000 billion VND.

The outstanding results in attracting investment in recent times are evidence of Hai Phong's efforts in focusing on implementing many solutions and policies to mobilize capital for development investment, perfecting the infrastructure system, especially traffic infrastructure, creating conditions for businesses to expand production, seaport services - logistics.

An important strategic milestone is the Prime Minister's approval of the establishment of the Hai Phong Southern Coastal Economic Zone in Decision No. 1511/QD-TTg dated December 4, 2024 with a scale of 20,000 hectares. This is a comprehensive, multi-sector economic zone, developing according to the green growth and circular economy model, focusing on high-tech industry, seaports and modern logistics.

The formation of this economic zone not only creates a breakthrough in growth but also affirms Hai Phong's role as a leading marine economic center, contributing to the sustainable development of the Northern coastal region and the whole country.

Hai Phong has been approved by the National Assembly for specific pilot mechanisms and policies under Resolution No. 35/2021/QH15, creating an important legal corridor, contributing to increasing proactiveness in management, shortening the time to carry out many administrative procedures, and strengthening decentralization and delegation of power.

Currently, the city is closely coordinating with the Ministry of Finance to urgently complete the report dossier to the Government to submit to the National Assembly to issue a Resolution replacing Resolution No. 35/2021/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city, including the content on the establishment of a Free Trade Zone in Hai Phong, which will be submitted to the National Assembly at the May 2025 Session and submitted to the competent authority to decide on the establishment of the Hai Phong City Free Trade Zone in 2025.

In addition, Lach Huyen deep-water port, put into use in 2018, is the largest deep-water port in Northern Vietnam. Up to now, this seaport area has received ships with a tonnage of over 300,000 DWT. With 6 operating ports, the city is actively completing procedures for Lach Huyen ports No. 7-12 to soon come into operation, contributing to attracting investors.
