In Hai Duong City, as of September 14, some residential areas in Le Thanh Nghi, Tan Binh, Hai Tan wards... were still flooded, affecting people's lives. Although there was no more rain, flooding still occurred in the city.

The reason is that the drainage pumping in Hai Duong City mainly flows into the Sat River of the Bac Hung Hai system. Currently, the water level of some large rivers is gradually receding but is still at a high alarming level. Meanwhile, the water level in the Bac Hung Hai system is still high, exceeding the design level. If pumping is still maintained into the system, it will cause insecurity, risk of landslides, broken canal banks, affecting people's lives and property. The Department of Irrigation, Ministry of Agriculture and Rural Development still requires localities to temporarily stop pumping into the Bac Hung Hai system to maintain this important system, protect people's lives and property and the State, and restore production. Therefore, the city cannot operate the drainage pumping stations, leading to prolonged flooding.

Hai Duong City requested people in low-lying areas to overcome difficulties for the common safety of the Bac Hung Hai irrigation system. At the same time, it requested localities with flooded residential areas to actively review and grasp the situation to promptly support households affected by local flooding.
